【摘要】:伴随着科学技术的综合化发展趋势,科技创新也在深度与广度上不断拓展。这就要求科研人员必须放弃“小科学时代”那种单打独斗的科研方式,投入到团队协作当中来,依靠集体的智慧共同完成创新任务。创新团队是“大科技时代”的必然产物,特别是由学科门类齐全、有强大物质基础与技术保障的高等院校所组建的科技创新团队,在对综合性强、科技含量高、学科跨度大的前沿性课题进行攻关的过程中,更显现出巨大的优势。 高校科技创新团队是“科技第一生产力”与“人才第一资源”的重要结合点,在国家科技创新体系中发挥着不可替代的作用,是科技创新的主力军。本文就高校科技创新团队的培育问题进行研究,,为高校科技创新团队管理体制的改革与运行机制的完善提出合理化建议,从而提高其创新能力和创新效率。 本文首先对高校科技创新团队的内涵与构成要素进行简要介绍,并指出其在学科交叉研究与创新人才培养方面不可忽视的作用。其次,从我国高校科技创新团队的发展历程入手,重点研究在现阶段的培育过程中表现出的种种缺失,如价值观的差异、合作理念的不一致、评价制度的不完善、创新成果转化困难等,这些共性的问题一直阻碍着我国科技创新团队的发展。在对国外优秀科技创新团队考察的过程中,得到了许多重要启示,如产学研结合的先进方式,政府所提供的扶持政策等。在此基础上,对我国高校科技创新团队现存的问题进行深入分析,发现其管理体制与运行机制的不足之处。最后,从团队目标的确定、组织结构的优化、人员甄选的方式三个方面对团队的管理体制进行完善;从多维支撑的强化、机制体系的建设和团队文化的塑造三个方面来健全团队的运行机制。以期弥补当前我国在此项研究理论上的不足,推动我国高校科技创新团队的构建与发展。
[Abstract]:With the development trend of science and technology integration, scientific and technological innovation is also expanding in depth and breadth, which requires researchers to give up the "small science era" alone in the way of scientific research. Put into team cooperation, rely on collective wisdom to complete the task of innovation. Innovation team is an inevitable product of the "era of big technology", especially by the full range of disciplines. The scientific and technological innovation team formed by the colleges and universities with strong material foundation and technical guarantee is in the process of tackling the key problems of the advanced subjects with strong comprehensiveness, high scientific and technological content and a wide span of disciplines. It also shows great advantages. The scientific and technological innovation team in colleges and universities is an important combination of "science and technology first productivity" and "talent first resource", which plays an irreplaceable role in the national science and technology innovation system. Is the main force of scientific and technological innovation. This paper studies the cultivation of scientific and technological innovation teams in colleges and universities, and puts forward reasonable suggestions for the reform of management system and the improvement of operational mechanism of scientific and technological innovation teams in colleges and universities. Thus improve its innovation ability and innovation efficiency. This paper first briefly introduces the connotation and elements of the scientific and technological innovation team in colleges and universities, and points out its important role in interdisciplinary research and the cultivation of innovative talents. Starting with the development course of scientific and technological innovation team in colleges and universities in our country, this paper focuses on the deficiencies in the cultivation process of the present stage, such as the difference of values, the inconsistency of cooperation idea, and the imperfection of evaluation system. These common problems have been hindering the development of our country's scientific and technological innovation team, and many important revelations have been obtained in the course of investigating the foreign excellent scientific and technological innovation team. Such as the advanced way of combination of industry, university and research, the support policy provided by the government and so on. On this basis, the existing problems of scientific and technological innovation team in colleges and universities in our country are analyzed in depth. Finally, from the determination of team objectives, the optimization of organizational structure, the way of personnel selection to improve the management system of the team; From the strengthening of multidimensional support, the construction of mechanism system and the shaping of team culture, to improve the operational mechanism of the team, in order to make up for the current deficiencies in the theory of this research in our country. To promote the construction and development of scientific and technological innovation team in colleges and universities in China.
