美国高等教育后大众化阶段的信任危机研究

【摘要】:高等教育信任危机是指高等教育利益相关者(在本文中统称“公众”)对高等教育的过程和结果满意度下降甚至对高等教育价值存疑的现象,是对高等教育总体的看法。在后大众化阶段,美国赫然出现了高等教育信任危机,学术界对高等教育进行了激烈批判,公众对高等教育提出了强烈质疑,政府对高等学校的资助明显减少,一时间,美国高等教育陷入了发展困境。 在后大众化阶段,美国之所以会出现高等教育信任危机,主要是由于高等教育成本与收益逆向增长、高等教育质量下降、公众对转型期高等教育不适应、高等教育机会不平等等原因引起的。为了化解危机,美国采取了多项应对举措:推进高等教育多样化发展——实行高等教育层次多样化、招生对象多样化、课程设置多样化,增强高等教育的社会适应性,促进高等教育公平,推行高等教育质量保障信息透明化,等等,以回应公众对高等教育的质疑,重新增进公众对高等教育的信任,收到了明显成效。 我国整体进入后大众化阶段已为期不远,但在繁荣的表现之下,由于经费困难,商业化、官僚化、技术至上、教育质量下降、就业困难等问题,已使得高等教育的公众信任度不断下降。因此,必须未雨绸缪,从美国应对后大众阶段高等教育信任危机宝贵的经验中寻求借鉴与启示——实施高等教育机构分类,拓展高等教育招生对象,合理设置高等教育专业,完善高等教育成本分担结构,加强高等教育质量评估与监督管理,大力推进高等教育公平。
[Abstract]:The trust crisis of higher education refers to the phenomenon that the stakeholders of higher education (collectively referred to as "public" in this paper) have decreased satisfaction with the process and results of higher education and even questioned the value of higher education. In the post-popularizing stage, the trust crisis of higher education appeared in the United States, the academic circles carried on the intense criticism to the higher education, and the public put forward the strong question to the higher education. Government funding to colleges and universities has been significantly reduced, and American higher education has been in a dilemma for a while. In the post-popularization stage, the trust crisis of higher education in the United States is mainly due to the reverse growth of the cost and income of higher education, the decline of the quality of higher education, and the unadaptability of the public to higher education in the transition period. In order to resolve the crisis, the United States has taken a number of measures: to promote the development of higher education diversification-the implementation of higher education diversification, diversity of enrollment targets. In order to respond to the public's query on higher education, the curriculum is diversified, the social adaptability of higher education is enhanced, the fairness of higher education is promoted, and the information transparency of quality assurance of higher education is implemented. A new increase in public trust in higher education has yielded tangible results. The whole of our country has entered the post-popular stage, but in the performance of prosperity, due to funding difficulties, commercialization, bureaucracy, technology first, the quality of education decline, employment difficulties and so on. Public trust in higher education has been declining. Therefore, it is necessary to prepare for a rainy day. From the valuable experience of the United States in dealing with the crisis of trust in higher education in the post-public stage, this paper seeks to draw lessons from and enlighten the implementation of the classification of higher education institutions, the expansion of higher education enrollment targets and the rational establishment of higher education majors. We should improve the cost sharing structure of higher education, strengthen the quality evaluation and supervision of higher education, and vigorously promote the fairness of higher education.
