技术本科院校发展战略之比较研究

【摘要】：当高等教育处于精英化的时代,由于内外发展环境的单一,大学发展基本无需制定战略。但时至今日,以多样化为主要标志的高等教育大众化已使大学走出了传统意义上的象牙塔,大学发展日益受到复杂环境的影响。不管承认与否,面向市场的竞争已然拉开序幕。谁能在改革的沉浮中找准方向、抓住机遇,谁就有可能在竞争与变革的时代争得一席之地。大学发展战略作为推动大学发展的一种思想方法、一种手段成了当前大学发展的一种必然选择。本论文着重研究这样一类高等院校的发展战略：以开展本科及以上层次技术教育为主的高等院校,此类院校以面向地方培养高等技术应用型人才为主要任务,以开展面向应用的技术研究为主要研究方向；以联合产业、行业、企业共同参与办学为主要特征。在我国大陆,主要指1998年后随着高等教育大众化进程的推进,为适应经济社会发展对高层次技术人才的需求而产生的一批以工为主的本科院校,本文称之为“技术本科院校”。我国台湾地区科技大学、印度技术学院、英国由原多科技术学院发展而来的“新大学”等院校与我国大陆技术本科院校同属技术类高等院校。本论文着力分析了当前技术本科院校发展所处的内外复杂环境,从我国大陆技术本科院校发展面临的实际问题出发,提出技术本科院校具有制定并实施发展战略的必要性和紧迫性；论文将技术本科院校置于高等教育大众化背景下,从高等教育大众化、高校分类和大学发展战略等方面深入分析了技术本科院校制定并实施自身发展战略所需的理论基础；为寻得技术本科院校发展战略的全球依据,分别对我国台湾地区科技大学、印度技术学院、英国由多科技术学院发展而来的“新大学”发展的历史脉络,当前改革发展所处的复杂教育背景环境进行了梳理和分析,并以具体院校为例,对其独特的发展战略进行了比较全面的分析,从他校的发展经验中获得了一些启示和借鉴；最后,通过学习借鉴他国、地区技术院校发展经验,结合我国技术本科院校实际,提出了对我国大陆技术本科院校发展战略的建议。
[Abstract]:When higher education is in the era of excellence, because of the single internal and external development environment, the development of universities need not make strategy. But today. The popularization of higher education with diversification as the main symbol has made universities walk out of the ivory tower in the traditional sense, and the development of universities is increasingly affected by complex environment, no matter whether they admit it or not. Market-oriented competition has begun. Who can find the right direction and seize the opportunity in the ups and downs of reform. As an ideological method to promote the development of universities, a means has become an inevitable choice for the development of universities. This paper focuses on the development strategy of such a class of institutions of higher learning: to carry out undergraduate and above level of technical education in colleges and universities, this kind of colleges and universities to face the local training of higher technology applied talents as the main task. The main research direction is to carry out application-oriented technology research. In the mainland of China, it mainly refers to the popularization of higher education after 1998. In order to adapt to the demand for high-level technical talents in the economic and social development, this paper calls a number of colleges and universities which are mainly based on industry as "technical undergraduate colleges", Taiwan University of Science and Technology, Indian Institute of Technology. The "new universities" developed from the former polytechnic colleges in Britain belong to technical colleges and universities as well as those in mainland China. This paper focuses on the analysis of the current technical undergraduate colleges and universities in the development of the complex internal and external environment, from the mainland of the development of technical undergraduate colleges and universities facing the actual problems. The necessity and urgency of formulating and implementing the development strategy in technical colleges and universities are put forward. Under the background of the popularization of higher education, the thesis puts the technical undergraduate colleges and universities under the background of the popularization of higher education. In the aspects of university classification and university development strategy, this paper deeply analyzes the theoretical basis needed by technical colleges to formulate and implement their own development strategy. In order to find the global basis for the development strategy of technical undergraduate universities, the historical context of the development of "new universities" in Taiwan region of China, the Indian Institute of Technology and the United Kingdom from the polytechnic colleges has been studied. The current reform and development of the complex educational background environment is combed and analyzed, and taking specific colleges as an example, its unique development strategy is comprehensively analyzed. From the development experience of other schools to obtain some enlightenment and reference; Finally, by learning from the development experience of other countries and regional technical colleges and combining with the reality of China's technical undergraduate colleges, the paper puts forward some suggestions for the development strategy of technical undergraduate colleges and universities in mainland China.
