我国高校突发事件成因及其应对策略探析

【摘要】:高校是社会的重要组成部分之一,由于作为高等教育载体等的特殊地位,其安全稳定问题更是引起全社会的高度关注,因此创建平安校园是全社会和高校的共同诉求之一。随着我国目前正处于社会转型时期,改革进入攻坚阶段,高等教育的快速发展、学生素质的差异化、教学资源的滞后化等的影响,再加上全社会重学校教育,轻家庭教育等现象存在,都成为了突发事件发生的诱因和隐患,使得当前突发事件时有发生,破坏了和谐平安的校园环境,对高校正常的教育教学、科研、管理和师生生活等秩序造成了一定的危害,甚至影响到高校的形象与声誉、改革与发展。党的十七大以来,党和政府加大了对突发事件地关注和管理力度,“和谐社会”的理念在全社会深入贯彻,体现在校园里就是“平安校园”的建设工作正在全面推进。高校管理部门提高了对应对突发事件的重视,但大多仍只停留于事后处理阶段,前期人员、资金投入有限,缺乏危机意识及有效的预警机制,在事中处理时,往往也是缺乏完整的处理机制和预案。因此,如何真正增强高校的危机意识,建立健全相应机构及应对突发事件的预案,做到事件发生时能沉着应冷静,不疲于应付,最大限度减少伤亡或减轻突发事件造成的损害,是本文研究高校突发事件应对策略的最终目的。 基于以上认识,笔者于从事工作的实际出发,通过查阅文献资料、典型案例实证分析和比较分析,首先总结了研究高校突发事件对创建平安校园的重要意义,并进一步界定了“平安校园”、“高校突发事件”及“高校突发事件管理”等相关概念的内涵。紧接着笔者结合现阶段发生在我国高校的典型突发事件案例进行了分类描述,以期对高校突发事件成因的深层次剖析和应对的策略研究提供现实借鉴。突发事件发生的原因也日益呈多样化和复杂化趋势。再次运用危机管理理论,从创建平安校园的视角出发,结合现阶段高校突发事件发生的原因,着重论述了应对高校突发事件的策略,主张坚持“三段论”和“五部曲”,重视事前、事中和事后三个阶段,从预防、监测预警、信息报告和信息发布、应急处置和救援、恢复重建这五个环节去应对高校突发事件,并提出了“四色”危机预警矩阵图。最后,总结了我国高校突发事件应对的一般原则和策略,以达到创建平安校园、维护高校稳定、可持续发展的最终目的。
[Abstract]:Colleges and universities are one of the most important parts of society. Because of their special status as carriers of higher education, the safety and stability of colleges and universities are highly concerned by the whole society. Therefore, the establishment of a safe campus is one of the common demands of the whole society and universities. With our country is in the period of social transformation, the reform has entered the critical stage, the rapid development of higher education, the difference of students' quality. The lag of teaching resources and so on, coupled with the fact that the whole society attaches great importance to school education and neglects family education, has become the inducement and hidden danger of unexpected events, which makes the current emergencies happen from time to time. It has destroyed the harmonious and peaceful campus environment, caused certain harm to the normal education, teaching, scientific research, management and the life of teachers and students, and even affected the image and reputation of colleges and universities. Since the 17th National Congress of the CPC, the Party and the government have increased their attention to and management of emergencies, and the concept of "harmonious society" has been thoroughly implemented in the whole society. Reflected in the campus is the "safe campus" construction work is comprehensively advancing. The university management has increased the importance of responding to emergencies, but most of them are still only in the post-processing stage, pre-personnel. Limited investment, lack of crisis awareness and effective early warning mechanism, when dealing with the matter, it is often lack of a complete handling mechanism and plan. Therefore, how to really enhance the crisis awareness of colleges and universities. Establish and improve the corresponding institutions and emergency preparedness, so that when the incident should be calm, not tired of coping, minimize casualties or reduce the damage caused by emergencies. It is the ultimate purpose of this paper to study the coping strategies of college emergencies. Based on the above understanding, the author in the actual work, through consulting literature, typical cases of empirical analysis and comparative analysis, first summed up the significance of the study of university emergencies on the establishment of a safe campus. And further defined the "peaceful campus". "University emergencies" and "university emergency management" and other related concepts, followed by the author combined with the current typical emergencies in colleges and universities in our country to classify the description of the case. In order to provide practical reference for the deep analysis of the causes of emergencies in colleges and universities and the strategies to deal with them, the causes of emergencies are increasingly diversified and complicated. Again, the theory of crisis management is used. From the point of view of establishing a safe campus, combined with the causes of emergencies in colleges and universities at the present stage, this paper focuses on the strategies to deal with emergencies in colleges and universities, and advocates to adhere to the "syllogism" and "five songs" and attach importance to the advance. From the prevention, monitoring and early warning, information reporting and information release, emergency disposal and rescue, recovery and reconstruction of these five stages to deal with college emergencies. Finally, the paper summarizes the general principles and strategies to deal with emergencies in colleges and universities in China, so as to achieve the ultimate goal of establishing a safe campus, maintaining the stability of universities and maintaining the sustainable development of colleges and universities.
