我国高校自主招生政策的价值分析

【摘要】:自2003年我国教育部允许北京大学、清华大学等22所重点高校试行自主选拔录取以来,我国高校自主招生考试改革的范围不断拓展,并且在选拔方式、选拔标准等方面都有所突破。高校自主招生在蓬勃发展的同时也被推上了舆论的风口浪尖,赞成者对其大加吹捧,反对者对其口诛笔伐。不可否认,高校自主招生实施近10年以来确实暴露了一些问题,在一定程度上背离了高校自主招生政策的初衷,引起了人们的质疑与批判。因此,中国高校自主招生的健康发展急需得到正确的理论指导和实践建议,其改革的成功与否对于高校招生考试制度改革的深化,乃至于社会的和谐稳定、健康发展都有着重要的意义。 劳恩格(Leung)指出:“政策是价值的具体表达,其中包括资源和权力的分配。”1那么,我们不禁要反思我国高校自主招生政策的出台选择了什么价值?我国当前的高校自主招生政策的价值实现情况如何?我国高校自主招生政策价值实现的合理路径是什么?这些问题是政策研究无法回避的现实课题。只有弄清楚了这些问题,我们才能真正地理解高校自主招生政策的本质,才能增进决策者以及普通大众对这一政策及其相关现象的理解。‘这不仅有利于自主招生政策活动中的价值协调与合作,而且有利于解决教育政策中的价值冲突,有效防止自主招生政策失真和政策失败,推动自主招生政策的有效执行。 基于此,本论文以中国高校自主招生政策为研究对象,以价值分析为方法指导,遵循宏观阐述与微观剖析相结合、理论分析与实践例证相联系的研究思路,既从宏观与理论上分析了高校自主招生政策的“价值选择”及其“合法性”,又从微观与实践上对当前我国高校自主招生政策的价值实现情况,即“有效性”进行探讨。笔者力求通过研究准确掌握中国高校自主招生改革中问题的症结所在,把握改革的发展方向,以期为中国高校自主招生政策的完善提供理论依据和参考意见,促进中国高校自主招生改革的进一步深化与发展。 本文以价值分析为方法指导,从价值选择、合法性和有效性三个方面对该政策做了系统的分析,第一章主要描述高校自主招生政策价值选择的背景,并通过对高校自主招生政策文本的分析,从静态的角度来论述我国高校自主招生政策的价值选择目标,分别分析了表面目标以及实质目标;第二章是对我国高校自主招生政策的合法性进行分析,围绕着形式合法性以及实质合法性展开论述,第三章主要从动态的角度,即政策过程的层面剖析我国高校自主招生政策的有效性问题,首先简要地介绍当前我国高校自主招生政策的推进情况,在此基础上分析其有效性,并对影响有效性实现的因素进行分析;第四章是对我国高校自主招生政策价值的反思以及其价值实现的思考,从理论与实践两方面对如何促进高校自主招生的价值实现进行思考。 通过研究本文得出了以下几点结论:第一,自主招生政策的价值选择符合我国的社会现实、社会需求和总的社会价值目标。第二,自主招生政策具有良好的合法性基础。第三,在有效性上,高校自主招生政策的价值得到了部分实现,可是也存在某些价值的缺失。第四,我国高校自主招生政策价值实现在理论上有赖于厘清政府与高校的自主招生权利边界以及自主招生与高考的关系,在实践上有赖于建立双向的监督机制以及多元化的自主考试选拔体系,并且要建立弱势补偿机制,拓宽对农村学生的选拔。

It is undeniable that since the implementation of university independent recruitment in recent 10 years has exposed some problems, to some extent from the university independent recruitment policy, has aroused people's questioning and criticism. Therefore, the healthy development of university independent recruitment China need to get the right theoretical guidance and practical suggestions, the success of reform to deepen the reform of college entrance examination system, as well as the social harmony and stability and healthy development are It is of great significance.

Independent recruitment policy in our country at present the value realization of how? China University Independent Recruitment reasonable path what is the value of the policy? These problems is a realistic problem that cannot be avoided in policy research. Only to clarify these issues, we can truly understand the essence of university independent recruitment policy, to improve the decision makers and the general public to understand the policy and related phenomenon. "This is not only valuable for independent coordination and cooperation the admissions policy activities, but also helps to solve the conflicts of values in education policy, effectively prevent the distortion and policy failure independent recruitment policy, to promote independent recruitment The effective implementation of the policy.
Based on this, the independent recruitment policy Chinese University as the research object, the value analysis for the methodology guidance, follow the macro and micro analysis of the combination of research, theoretical analysis with practical examples that link both from the macro and theoretical analysis of the university independent recruitment policy "value choice" and "legitimacy" again, from the microcosmic and practice of current our country university independent recruitment policy value realization, namely "effectiveness" are discussed. The author strives to accurately grasp the research problem in reform of university independent recruitment China the crux of the problem, grasp the development direction of reform, in order to provide theoretical basis and reference for the improvement of independent recruitment policy Chinese University, promote the further deepening the reform and development of university independent recruitment China.
This paper is guided by the method of value analysis, from three aspects of value choice, legitimacy and effectiveness of the system analysis of the policy background, policy choice of the value of the first chapter mainly describes the independent recruitment of colleges and universities, and through the analysis of the independent recruitment policy text, from the static perspective on the independent recruitment policy I the value of target selection, respectively analyses the surface targets and goals; the second chapter is the legal analysis to our country university independent recruitment policy, around the form of legitimacy and legitimacy of the third chapter mainly discusses, from the dynamic point of view, the level of the policy process analysis of the policy of independent recruitment I the problem begins with a brief introduction to the current our country university independent recruitment policy to promote the situation, analyze its effectiveness on the basis of this, and the influence on the validity of the realization for The fourth chapter is the reflection on the value of our autonomous enrollment policy and the realization of its value. From the two aspects of theory and practice, we think about how to promote the realization of the value of independent enrollment in Colleges and universities.
Through the study of this paper draws the following conclusions: first, independent recruitment policy value choice in line with China's social reality, social value and the social demand. Second, independent recruitment policy has good base of legitimacy. In third, effectiveness, university autonomy enrollment policy has been part of the realization of value missing, but there are also some value. Fourth, our country university independent recruitment policy in the theory of value realization depends on clarify the government and university independent recruitment as well as the relationship between the independent recruitment and the right boundary of the college entrance examination in practice depends on the establishment of bidirectional supervision mechanism and diversified independent examination and selection system, and to establish the weak compensation the mechanism, broaden the selection of rural students.
