高等教育向农村延伸：“一村一名大学生计划”实施个案研究

【摘要】：在社会主义新农村建设的大背景下,2004年秋教育部开始实施“一村一名大学生计划”教育项目,这个计划的实施是中央广播电视大学面向农村远程教育进一步开放和向下延伸的一项重要改革,是中国农村成人高等教育的一次带有突破性的进展。此项目历时七年,已经送走五届毕业生,在社会上引起广泛反响。“一村一名大学生计划”教育项目面向农村农民,为农村培养大批“学得好、留得住、用得上、懂科技、善经营”的农业技术应用带头人、发展致富带头人和农村社会经济发展的带头人。研究者首先对以往有关此项目计划的研究进行了文献综述,整理出以往研究的不足,进一步完善自己的研究。本文以山东省Y学院为个案,通过个案研究法现场观察法、文献法、访谈法和问卷调查法等一系列研究方法,在对“一村一名学生计划”项目和全国各试点实施情况简要介绍后,详细地梳理了Y学院的教育规模、专业设置、办学、教学管理、考试工作及学员学习等情况,并提出研究者在实地调研中发现学校项目实施中存在的问题和农村学员自身学习问题,最后提出研究者的建议,例如政府要做好统筹规划让农村学员公平入学和加强师资队伍建设等。高等教育向农村延伸：“一村一名大学生计划”个案研究从宏观和微观两种视角进行论述,扩展并加深了研究的广度和深度,提出的建议力求从实际情况出发,在实际应用中体现针对性,对“一村一名大学生计划”后续的实施和研究进行了展望。
[Abstract]:Against the background of the construction of a new socialist countryside, in 2004, the Ministry of Education began to implement the "one Village, one College Student Program" education project. The implementation of this plan is an important reform of the Central Radio and Television University for the further opening and downward extension of distance education in rural areas, and a breakthrough in China's rural adult higher education. The project lasted seven years. The fifth class of graduates has been sent off, which has caused widespread repercussions in the society. The "one Village, one College Student Program" education program is aimed at rural farmers to train a large number of "well-educated, able to stay, useful, and understand science and technology" for the rural areas. The leader of agricultural technology application, the leader of rich development and the leader of rural social and economic development. First of all, the researcher has carried on the literature review to the previous research related this project plan, sorted out the previous research insufficiency, further consummates own research. This article takes Shandong Province Y College as a case, through the case study method spot observation method, A series of research methods, such as literature method, interview method and questionnaire method, introduced briefly the project of "one Village, one Student Plan" and the pilot projects in the whole country, and sorted out in detail the educational scale, professional setting, and running a school of Y College. The situation of teaching management, examination work and students' study is put forward, and the problems existing in the implementation of the school project and the study problems of the rural students are pointed out in the field investigation. Finally, the suggestions of the researcher are put forward. For example, the government should make overall planning to let rural students enter school equitably and strengthen the construction of teaching staff. Higher education extends to rural areas: the case study of "one Village, one College Student Program" is discussed from the macro and micro perspectives, which expands and deepens the breadth and depth of the research. In the practical application, the future implementation and research of "one Village one College Student Program" are prospected.
