中美高校教育基金会比较研究

【摘要】：随着时代的发展,我国高等学校的招生规模进一步扩大,经费的问题也日益严重起来。在教育经费来源多元化发展的趋势下,教育捐赠成为一种愈发重要的途径。本文详细介绍了美国高校教育基金会的历史与发展现状,分析了其在捐赠基金投资运营方面的成功经验；相比之下我国高校教育基金会起步晚,发展不完善,美国的成功经验为健全我国高校教育基金会组织,科学、合理的进行捐赠基金投资管理提供了宝贵的借鉴意义。 本论文将从五个部分来具体阐述： 第一部分从高等院校基金会的研究意义、现状以及相关的研究方法入手,并且对相关概念做出界定； 第二部分介绍美国高校教育基金会的历史与现状,并以耶鲁大学教育基金会为例,详细分析其捐赠来源、捐赠项目、捐赠政策及基金的管理与运营； 第三部分介绍我国高校教育基金会的历史与现状,以清华大学教育基金会为例,分析了其宗旨、来源及资金管理运作； 第四部分分别从宏观体制和微观运作两方面,着重对中美高校教育基金会进行了比较； 第五部分借鉴美国高等学校教育的经验,对我国高校教育基金会的反思与新的认识。
[Abstract]:With the development of the times, the enrollment scale of colleges and universities in our country has further expanded, and the problem of funding has become more and more serious. Education donation has become an increasingly important way. This paper introduces the history and development of American college education foundation in detail, and analyzes its successful experience in the investment and operation of endowment fund. Compared with the late start and imperfect development of the college education foundation in our country, the successful experience of the United States has provided valuable reference for perfecting the organization, science and reasonable investment management of the endowment fund in our country. This paper will be elaborated from five parts:. The first part starts with the research significance, the present situation and the related research methods of the university foundation, and makes the definition to the related concept; The second part introduces the history and present situation of American college education foundation, and takes Yale University Education Foundation as an example, analyzes its donation source, donation project, donation policy and fund management and operation in detail. The third part introduces the history and present situation of college education foundation in China. Taking Tsinghua University Education Foundation as an example, it analyzes its purpose, source and fund management operation. In the 4th part, the author makes a comparison between China and the United States in terms of macro system and micro operation. The 5th part draws lessons from the American university education experience, introspects and the new understanding to our country university education foundation.
