高校突发事件预警机制研究

【摘要】：近年来，随着社会转型期的到来和高等教育改革的不断深化，高校与社会接触越来越紧密，随之引发的高校突发事件日益增多。高校突发事件的发生不仅影响了学校以及师生正常的工作和生活秩序，使学校的社会形象和声誉遭到损害，而且，作为社会发展的重要组成部分，高校突发事件也严重影响到社会的安全和稳定。因此，站在建设和谐社会的高度，以营造安全稳定的育人环境为目标，着力构建有效防范高校突发事件的预警机制应引起社会各界和高校自身的重视和关注。本文以高等教育改革不断深入为时代背景，以科学发展观为指导思想，以高校突发事件预警机制为研究对象，通过收集、整理、分析、研究国内外专家学者的研究成果，运用文献研究、案例分析、比较分析等研究方法对我国高校突发事件的特征、诱因以及类型进行了深入研究，由此提出合理构建和不断完善我国高校突发事件预警机制，并对实现的路径进行了阐明。研究表明，构建合理的高校突发事件预警机制，首先要建立高校突发事件预警组织体系；其次要建立起完备高效的信息体系；再次要建立包括专家和社会相关部门在内的预警咨询体系，最后还要建立包括财力人力资源，，社会资源、信息资源在内的高校突发事件投入保障体系。此外，需要进一步完善高校突发事件预警机制，建立符合学校实际的应急预案，加强常态管理，达到维护学校安全稳定，促进社会和谐发展的目的。
[Abstract]:In recent years, with the coming of social transformation and the deepening of higher education reform, colleges and universities are more and more in contact with society. The occurrence of university emergencies not only affects the normal work and life order of the school and teachers and students, but also damages the social image and reputation of the school. As an important part of social development, university emergencies also seriously affect the security and stability of society. Therefore, standing at the height of building a harmonious society, the goal is to create a safe and stable educational environment. It should be paid attention to by all walks of life and universities themselves to construct an effective early-warning mechanism to prevent emergencies in colleges and universities. This paper takes the reform of higher education as the background of the times, takes the scientific concept of development as the guiding ideology, takes the early-warning mechanism of emergencies in colleges and universities as the research object, and studies the research results of experts and scholars at home and abroad through collection, arrangement and analysis. By using the methods of literature research, case analysis and comparative analysis, this paper makes a deep study on the characteristics, inducements and types of emergencies in colleges and universities in China, and puts forward a reasonable construction and continuous improvement of the early-warning mechanism of emergencies in colleges and universities in China. The implementation path is illustrated. The research shows that to build a reasonable early-warning mechanism for emergencies in colleges and universities, the first is to set up an organizational system for early-warning of emergencies in colleges and universities, and the other is to set up a complete and efficient information system. Once again, it is necessary to establish an early warning consultation system, including experts and relevant social departments, and finally, to establish a security system for university emergency input, including financial resources, human resources, social resources, and information resources. In addition, It is necessary to further improve the early warning mechanism of emergencies in colleges and universities, establish emergency plans in accordance with the actual situation of the school, strengthen the normal management, and achieve the purpose of maintaining the safety and stability of the school and promoting the harmonious development of the society.
