国家级高校特色专业建设研究

【摘要】:自2007至2011年1月,经国务院批准,教育部和财政部联合下发了《关于实施“高等学校本科教学质量与教学改革工程”的意见》,简称质量工程,在质量工程中,明确提出要加大本科专业建设,发展特色专业。在四年间,教育部连续颁布了七个批次,遴选出3400多个国家级高校特色专业建设。 “特色化”是我国教育发展在“均衡化”后必然进入的阶段,特色专业建设是高等教育特色化发展的开端。学校通过专业建设来实现培养人才的目标,所谓特色专业即是通过专业的特色化发展,达到培养多样化人才的目的。特色专业要求在教育目标、师资队伍、课程体系、教学条件和培养质量等方面,具有较高的办7学水平和鲜明的办学特色和具有较高社会声誉,符合我国的教育目的和教育规律。 本文将纵向分析特色专业建设的结构,通过量化特色专业在学科门类中的分布,学校层次的分布以及特色专业在各省域分布发展的特征,梳理了我国特色专业建设的结构布局。横向着重研究特色专业自身七个批次的遴选变化,即发展轨迹,解读其中的政策信息和高校反馈。通过横纵的比对分析,,寻找出特色专业建设中存在的诸多问题,如特色专业无法代表我国较高的办学水平;民族地区的本土化特色专业缺乏,没有鲜明的特色;高等教育的省域分布不均衡,制约了特色专业的发展等。通过总结和分析原因,发现当前特色专业建设与国家建设设想存在一定的差距。 针对特色专业发展不足的地方作出量化分析,建立理想特色专业建设的结构模式,并从改革体制、优化结构的层面上对我国进一步加强国家级专业特色建设提出政策性建议:提高高校特色专业建设的意识;针对社会需求调整区域结构布局;建立区域平衡大力发展西部特色专业建设;分层次建立选拔、管理及淘汰制度等。
[Abstract]:From 2007 to January 2011, with the approval of the State Council, the Ministry of Education and the Ministry of Finance jointly issued "opinions on the implementation of the" undergraduate Teaching quality and Teaching Reform Project in Colleges and Universities ". In the past four years, the Ministry of Education has issued seven batches and selected more than 3400 national-level colleges and universities. "Specialization" is the inevitable stage after "equalization" in the development of education in China, and the construction of specialty with characteristics is the beginning of the development of higher education. The so-called characteristic specialty is to achieve the goal of cultivating diversified talents through the special development of the specialty. The characteristic specialty requires the education goal, the teaching staff, the curriculum system, the teaching condition and the training quality, etc. It has a higher level of running seven schools, distinctive characteristics of running a school and a higher social reputation, which conforms to the educational aims and laws of our country. In this paper, the structure of specialty construction is analyzed longitudinally. By quantifying the distribution of specialty in discipline category, the distribution of school level and the characteristics of specialty development in each province, Combing the structural layout of the construction of specialty with characteristics in our country, and focusing on the selection and change of seven batches of specialty with characteristics, namely, the development track, the policy information and the feedback from colleges and universities. Through the comparative analysis of horizontal and vertical, Find out many problems existing in the construction of characteristic specialty, such as the characteristic specialty can not represent the higher level of running a school in our country, the localization characteristic specialty of the minority area lacks, does not have the distinct characteristic, the province domain distribution of higher education is not balanced, Through summing up and analyzing the reasons, it is found that there is a certain gap between the construction of characteristic specialty and the assumption of national construction. In the light of the lack of development of the specialty with special features, this paper makes a quantitative analysis, establishes the structural model of the construction of the specialty with ideal characteristics, and reforms the system. At the level of optimizing the structure, the author puts forward some policy suggestions for further strengthening the construction of national specialty in our country: raising the consciousness of specialty construction in colleges and universities, adjusting the layout of regional structure according to the social demand; Regional balance should be established to develop the specialty construction of western characteristics, and the system of selection, management and elimination should be established at different levels.
