政府责任视角下我国大学生创业的问题及对策

【摘要】：近年来，中国经济取得了突飞猛进的发展，中国对世界其他经济体的影响也越来越明显，中国的国际影响力日益在国际事务中体现出来。伴随着经济的增长，处于转型时期的中国在发展过程中也产生了一些问题。由于前几年高校的盲目扩招，高校的大学生人数呈几何级数地增长。但是与学生数量的快速增长相配套的学校的软硬件设施并没有得到改善，教学环境也没有得到及时的改进，最终导致毕业生整体素质的下滑。在高校毕业生数量膨胀和素质不高的形势下，毕业生的就业问题变得更加严峻和突出，因此大学生创业也变得越来越重要并逐步得到了社会的认可。通过调查问卷分析可以看出来我国大学生的整体创业意愿并不高，只有大约四分之一的大学生有创业倾向。在促使大学生创业的原因中就业压力大只是其中的一个方面，而更重要的原因则包括实现人生梦想，不受制于人等等。从大学生选择就业的地点、创业的方式、阻碍大学生创业因素以及接受过创业培训教育的比例等来看，目前我国的大学生创业存在诸多问题。其中既有大学生自身的问题，比如缺乏社会经验，盲目乐观等；还有高校的问题，，例如高校课程的设置不合理、创业教育培训课的缺失等等；同时还有政府责任问题，诸如政府制定的大学生创业政策缺乏针对性、连续性和系统性，并且常常无法落到实处。而对这些问题的解决也必须从这三个方面着手，既要有创业者个人的创业素质的提升，又要有学校的积极配合、合理引导，同时还要求政府政策的支持。只要政府、社会、企业、高校、个人、媒体等方面共同合作，有机协调，共创一片适合大学生创业的蓝天，我国的大学生创业肯定会出现蓬勃发展的新局面。

China's international influence is increasingly reflected in international affairs. With the growth of its economy, China, which is in a transitional period, also has some problems in the process of development. Due to the blind expansion of enrollment in colleges and universities in the past few years, The number of college students has increased exponentially. But the hardware and software facilities of the schools, which are matched by the rapid increase in the number of students, have not been improved, and the teaching environment has not been improved in time. The overall quality of the graduates will eventually decline. Under the situation of the expansion of the number of college graduates and the low quality of the graduates, the employment problem of the graduates becomes more serious and prominent. Therefore, the entrepreneurship of college students has become more and more important and gradually recognized by the society. Through the questionnaire analysis, we can see that the overall entrepreneurial willingness of college students in China is not high. Only about 1/4 of college students have entrepreneurial tendencies. Employment pressure is only one of the reasons why college students start a business, and the more important one is the realization of their dream of life. From the point of view of the place of employment chosen by college students, the way in which they start their own businesses, the factors that hinder the entrepreneurship of college students and the proportion of those who have received entrepreneurship training and education, etc. At present, there are many problems in college students' entrepreneurship in our country. Among them are the problems of college students themselves, such as lack of social experience, blind optimism, and so on. There are also problems in colleges and universities, such as the unreasonable setting of university courses. At the same time, there are also problems of government responsibility, such as the lack of pertinence, continuity and systematicness of the entrepreneurship policy for university students formulated by the government. And the solution to these problems must be started from these three aspects, not only the entrepreneurs' personal entrepreneurial quality, but also the positive cooperation of the school, reasonable guidance, At the same time, it also requires the support of government policies. As long as the government, society, enterprises, universities, individuals, media and other aspects work together to create a blue sky suitable for college students to start their own businesses, The university student undertaking undertaking in our country will appear the new situation of vigorous development certainly.
