【摘要】：21世纪是一个信息化、网络化、多元化的时代,随着中国改革开放的深入和高等教育大众化的加快,高等教育面临的形势也日新月异,学生管理遇到的问题也越来越多,高校辅导员作为大学生思想政治教育和管理工作的主力军,面临的新问题新挑战也越来越多。大学生是国家宝贵的人力资源,是民族的希望,是祖国的未来,高校有责任加强对大学生的思想政治教育,把他们培养为中国特色社会主义的建设者和接班人,这个重任更多的由处于学生工作一线的辅导员来承担。高校辅导员队伍整体素质的好坏,关乎着学生的健康成长,校园的安全稳定,国家的兴旺发达。党和国家十分重视高校辅导员队伍建设,2004年中央16号文件《关于进一步加强和改进大学生思想政治教育的意见》,2005年教育部出台了《关于加强高等学校辅导员班主任队伍建设的意见》,从战略和全局的角度,明确指出辅导员、班主任是开展大学生思想政治教育的骨干力量,是大学生健康成长的指导者和引路人,加强辅导员、班主任队伍建设,对于全面贯彻党的教育方针,把大学生思想政治教育落到实处,具有十分重要的意义。本文通过作者工作实践和思考,对辅导员队伍建设的现状、原因进行了分析,并结合公平理论和激励理论提出了辅导员队伍建设的建议。本文由三部分组成。第一部分：从适应高校教育新发展的需要、辅导员自身发展的需要、大学生健康成长的保证三方面阐述了加强辅导员队伍建设的重要性。第二部分：从思想不稳定、结构不合理、专业素质不高、工作重心偏移、职业认同感差、工作与待遇反差大、培训情况不乐观等方面指出辅导员队伍建设的现状,并从领导重视不够、辅导员自身素质、相关体制方面论述了辅导员队伍建设的不足。第三部分：从提高对辅导员队伍建设的认识、优化辅导员队伍建设的环境、提升高校辅导员队伍整体素质、完善辅导员队伍建设的制度、强化辅导员队伍的机制建设五个方面提出加强队伍建设的措施。
[Abstract]:The 21st century is an era of information, networking and diversification. With the deepening of China's reform and opening up and the acceleration of the popularization of higher education, the situation of higher education is also changing with each passing day, and there are more and more problems encountered in student management. As the main force in the ideological and political education and management of college students, college counselors are facing more and more new problems and challenges. College students are the precious human resources of the country, the hope of the nation and the future of the motherland. Colleges and universities have the responsibility to strengthen ideological and political education for college students and to train them as builders and successors of socialism with Chinese characteristics. The overall quality of the college counselors is related to the healthy growth of students and the safety and stability of the campus. The Party and the State attach great importance to the Construction of College counselors, 2004 Central Committee document No. 16 on further strengthening and improving the ideological and political Education of College students, and the Ministry of Education issued the "on strengthening higher Education" in 2005. Views on the Construction of Class instructors in Schools. "from a strategic and overall perspective," It is clearly pointed out that the class teacher is the backbone of the ideological and political education of college students, the guide and guide for the healthy growth of college students, and the strengthening of the construction of the counselors and the class teachers, so as to carry out the Party's educational policy in an all-round way. It is of great significance to put the ideological and political education of college students into practice. Combining the theory of fairness and the theory of motivation, the author puts forward some suggestions for the construction of counselors' team. This paper is composed of three parts. The first part expounds the importance of strengthening the construction of counselors from three aspects: adapting to the needs of the new development of college education, the needs of the development of counselors themselves, and the guarantee of the healthy growth of college students. The second part points out the status quo of counselors' team construction from the aspects of unstable ideology, unreasonable structure, low professional quality, deviation of work center, poor professional identity, big contrast between work and treatment, and not optimistic training situation, etc. It also discusses the deficiency of counselors' team construction from the aspects of leaders' insufficient attention, counselors' own quality and related system. The third part: improve the understanding of counselors, optimize the environment of counselors, improve the overall quality of college counselors, improve the system of counselors. The measures of strengthening the team construction are put forward in five aspects of strengthening the mechanism construction of counselors.
