高等教育治理中政府、社会和高校关系转变与实现途径研究

【摘要】:政府和高校关系问题是高等教育管理中的一个重要问题,是教育管理学界一直比较关注的热点话题。随着社会政治、经济和文化的发展,“社会”开始作为一个重要的主体力量参与高等教育管理。同时,兴起于20世纪80年代的治理理论受到理论界的推崇,并运用于许多国家的政府管理改革实践中。随着治理理论的广泛传播,高等教育领域也开始引入治理理论,高等教育领域的专家学者提出高等教育治理。在高等教育治理中,合理调整和正确定位政府、社会和高校关系有利于推动我国高等教育管理深入改革和进一步发展,同时也是我国实现高等教育强国宏伟蓝图的需要。因此,本论文研究高等教育治理中,政府、社会和高校关系转变与实现途径,提出了具体的措施和建议。 本论文主要分为六个部分:第一部分为绪论,包括论文选题的背景与意义、国内外研究现状、研究思路、方法和创新点等;第二部分为研究概述,对相关概念进行了界定,着重论述了高等教育治理的内涵、特征及本论文研究的理论基础;第三部分为高等教育发展中政府、社会和高校关系的演变,分别论述了高等教育政府管制模式和高等教育市场化模式的依据与特点,并研究了高等教育政府管制模式下和高等教育市场化中政府、社会和高校关系;第四部分为高等教育治理中政府、社会和高校关系分析,在研究高等教育治理系统及其模式的基础上,探究了高等教育治理中政府、社会和高校关系的应然状态,并指出高等教育治理中,政府、社会和高校关系转变的障碍;第五部分为高等教育治理中政府、社会和高校关系实现途径;第六部分是结论,对论文研究的主要内容和主要观点做了总结。 本论文以辩证唯物主义和历史唯物主义为总的方法论,具体采用了文献查阅法、比较分析方法、案例研究法等研究方法。本文以高等教育治理为视角,借助治理理论和利益相关者理论,论述高等教育发展中政府、社会和高校关系的演变,分析高等教育治理中政府、社会和高校关系的应然状态,指出高等教育治理中政府、社会和高校关系转变的障碍,提出高等教育治理中政府、社会和高校关系的实现途径。本文在研究视角上具有一定程度上的创新性,对于深化高等教育管理改革、保证高等教育持续健康发展具有重要的理论意义和现实意义。
[Abstract]:The relationship between government and higher education is an important issue in the management of higher education, which has been a hot topic in educational management circles. With the development of social politics, With the development of economy and culture, "society" began to participate in the management of higher education as an important subject. It has been applied in the practice of government management reform in many countries. With the widespread dissemination of governance theory, governance theory has been introduced into the field of higher education, and experts and scholars in higher education have put forward the governance of higher education. The rational adjustment and correct orientation of the government, the relationship between society and higher education is conducive to the further reform and further development of the management of higher education in China, and is also the need for our country to realize the grand blueprint of a powerful country in higher education. This paper studies the transformation and realization of the relationship among government, society and university in the governance of higher education, and puts forward some concrete measures and suggestions. This paper is divided into six parts: the first part is the introduction, including the background and significance of the topic, the status quo of domestic and foreign research, research ideas, methods and innovation; the second part is the summary of the research, defining the related concepts. The third part is the evolution of the relationship between government, society and universities in the development of higher education. This paper discusses the basis and characteristics of higher education government regulation model and higher education marketization model, and studies the relationship between government, society and higher education in higher education government regulation mode and higher education marketization. The fourth part is the analysis of the relationship between government, society and universities in the governance of higher education. On the basis of studying the governance system of higher education and its model, the author probes into the necessary state of the relationship between government, society and colleges and universities in the governance of higher education. It also points out the obstacles to the transformation of the relationship between government, society and university in the governance of higher education; the fifth part is the ways to realize the relationship between government, society and university in the governance of higher education; the sixth part is the conclusion. The main contents and main viewpoints of this paper are summarized. This thesis takes dialectical materialism and historical materialism as the general methodology, and adopts the methods of literature reference, comparative analysis, case study and so on. With the help of governance theory and stakeholder theory, this paper discusses the evolution of the relationship between government, society and university in the development of higher education, analyzes the necessary state of the relationship between government, society and university in the governance of higher education, and points out the government in the governance of higher education. The author puts forward the ways to realize the relationship between government, society and university in the governance of higher education. This paper is innovative to some extent in the perspective of research, which is helpful to deepen the reform of higher education management. It is of great theoretical and practical significance to ensure the sustainable and healthy development of higher education.
