产业转移浪潮中武汉市大学生人力资源开发策略研究

【摘要】:早在2004年,温家宝总理对武汉市提出了作为“中部崛起领头羊”的要求,时隔8年,在新的“十二五规划”纲要中再次强调了要大力推进中部崛起。武汉作为国家发展中部崛起的区域核心城市受到了多方面的关注,而想要在中部崛起中扮演好领头羊的角色,武汉就必须抓住时代的脉搏、顺应潮流而动。而在我国如今产业转移的浪潮中,武汉迎来了崭新的发展契机。 目前,第四次全球范围的产业转移正在酝酿和进行中,此次全球范围内的产业转移相比规模性、聚集性更加突出和明显。据有关数据显示,自2007年国际市场服务外包的市场总额达到112万亿美元后,每年的市场总额以年均30%的高速增长着。并且随着经济全球化的进程不断加深,产业转移的规模将逐渐扩大;产业转移的聚集性主要体现在地域的聚集和行业的聚集两个方面。地域的聚集性体现在东部地区产业转出的地域以珠三角、长三角等经济发达地区及其周边地区为主,而行业的聚集的具体表现为除了制造业发生转移,相应的诸多现代服务业也随之发生转移。然而随着产业转移的规模越来越大、产业结构越来越复杂,在对自然资源、交通和政策提出要求的同时,人力资源才是这些转移的产业更加看重的地方。由于我国经济发展的地域分层现象,青年大学生在就业时容易向东部沿海地区倾斜,造成中西部人力资源一定程度上的匮乏。这种情况不利于武汉承接产业转移进程的发展,更加影响到了武汉经济社会的建设。 本文从产业转移的视角出发,第一章对国内外研究现状进行分析,得出本文选题空间,并且对本文的研究背景、意义、研究内容、思路、研究方法、技术路线以及创新和不足进行陈述。第二章进行产业转移理论和人力资源理论的理论简介之后,对产业转移和人力资源开发的相关性进行分析。第三章首先对武汉市的经济特征进行归纳,并对其承接产业转移的现状和战略选择进行分析,其次运用定量分析的方法从武汉市大学生人力资源的数量和质量两方面对武汉市人力资源开发现状进行分析,最后得出在产业转移中武汉市大学生人力资源开发中存在的问题及其原因。第四章在前文分析的基础上,针对性提出四点政策建议为产业转移中武汉市大学生人力资源开发提供参考。第五章对全文进行了总结,并对今后的有关研究进行了展望。
[Abstract]:As early as 2004, Premier Wen Jiabao put forward the requirement of "leading the rise of the central region" to Wuhan. After 8 years, in the outline of the new "12th Five-Year Plan", it was emphasized once again that the rise of the central region should be vigorously promoted.Wuhan, as a regional core city in the development of central China, has been paid attention from many aspects. In order to play a leading role in the rise of central China, Wuhan must seize the pulse of the times and follow the trend.In the tide of industry transfer in China, Wuhan ushered in a new development opportunity.At present, the fourth global industrial transfer is brewing and under way, this global industrial transfer is more prominent and obvious than the scale, clustering.Since the international market outsourced services totaled $112 trillion in 2007, annual market volumes have grown at an annual rate of 30 percent, according to data.With the deepening of economic globalization, the scale of industrial transfer will be gradually expanded, and the agglomeration of industrial transfer is mainly reflected in two aspects: regional aggregation and industry aggregation.The agglomeration of the region is reflected in the transfer of industries from the eastern region to the Pearl River Delta, the Yangtze River Delta and other economically developed areas and their surrounding areas. The specific manifestation of the industry aggregation is that, in addition to the transfer of the manufacturing industry,The corresponding many modern service industry also produces the shift along with it.However, as the scale of industrial transfer becomes larger and larger, and the industrial structure becomes more and more complex, human resources are the most important part of the transferred industries while the demands on natural resources, transportation and policies are put forward.Due to the phenomenon of regional stratification in China's economic development, young college students tend to tilt to the eastern coastal areas when they are employed, resulting in a certain degree of lack of human resources in the central and western regions.This situation is not conducive to Wuhan to undertake the development of industrial transfer process, more affected the economic and social construction of Wuhan.From the perspective of industrial transfer, the first chapter analyzes the current research situation at home and abroad, and concludes the space of this paper, and the research background, significance, research content, ideas, research methods,Technical route as well as innovation and inadequacies are stated.The second chapter introduces the theory of industrial transfer and human resource theory, and analyzes the correlation between industrial transfer and human resource development.The third chapter first summarizes the economic characteristics of Wuhan City, and analyzes the present situation and strategic choice of its undertaking industrial transfer.Secondly, using the method of quantitative analysis, this paper analyzes the current situation of human resources development in Wuhan from the aspects of quantity and quality of university students' human resources.Finally, the problems and their causes in the development of university students' human resources in Wuhan City are obtained.On the basis of the above analysis, the fourth chapter puts forward four policy suggestions to provide reference for the development of university students' human resources in Wuhan.The fifth chapter summarizes the full text and looks forward to the future research.
