【摘要】:高等教育是促进经济发展、民族发展和国家发展的重要方式,这在世界范围内己达成共识。1991年苏联解体,乌兹别克斯坦走向独立。新兴独立的乌兹别克斯坦政府把高等教育的发展摆在突出的地位,并通过不断地改革来促进高等教育的发展。本文主要以乌兹别克斯坦高等教育为研究对象,围绕高等教育的发展和改革展开,并对国际化背景下的乌兹别克斯坦高等教育进行了分析和展望。由于国内学者对乌兹别克斯坦高等教育尚未进行专门研究,所以笔者期望通过本文,使国人对乌兹别克斯坦高等教育有全面了解,以促进中乌两国文化交流。 本文主要分为四个部分:第一部分是乌兹别克斯坦关于教育的相关立法和政策。主要介绍了《乌兹别克斯坦共和国教育法》,“国家人才培养计划”、“全民教育行动计划”,乌兹别克斯坦国家教育标准和相关后续的政策法规。在陈述这些立法和政策法规的时候,主要侧重于高等教育部分,从而全面了解乌兹别克斯坦对高等教育的法律政策框架。第二部分是乌兹别克斯坦高等教育的发展状况。主要包括三个方面的内容:乌兹别克斯坦高等教育现状、高等教育发展的特点、乌兹别克斯坦高等教育取得的成绩。乌兹别克斯坦高等教育现状主要包括五个方面,即高等教育的结构类型、管理体制、经费、录取模式和国际合作。乌兹别克斯坦高等教育的发展主要有四个特点,即政府的重视程度比较高,将欧洲、亚洲、美国教育模式与自身发展相结合,乌兹别克语在高等院校中的使用程度高,乌兹别克斯坦没有私立高等院校。在乌兹别克斯坦高等教育取得的成绩方面,具体的分析了乌兹别克斯坦高等教育对经济、政治、文化和社会的影响。第三部分是乌兹别克斯坦高等教育的改革之路。首先介绍了独立之前苏联时期的改革和独立后乌兹别克斯坦在学位制度、经费制度和入学考试机制方面的改革。其次对高等教育改革的局限性进行了分析,主要有录取机制、奖学金分配、经费、男女比重、教育机构地区分布和教育质量六个方面。第四部分是国际化背景下乌兹别克斯坦高等教育的发展。首先介绍了与乌兹别克斯坦高等教育有关的部分组织和合作项目,比如亚洲博洛尼亚进程、TEMPUS和伊拉兹马斯项目,其次分析了国际化给乌兹别克斯坦高等教育带来的机遇和挑战,并对其发展前景做了预测。
[Abstract]:Higher education is an important way to promote economic development, national development and national development, which has reached consensus in the world.The newly independent Uzbek government put the development of higher education in a prominent position and promoted the development of higher education through continuous reform.This paper focuses on the development and reform of higher education in Uzbekistan, and analyzes and prospects the higher education in Uzbekistan under the background of internationalization.Since domestic scholars have not made a special study on higher education in Uzbekistan, the author hopes that through this article, people will have a comprehensive understanding of higher education in Uzbekistan so as to promote cultural exchanges between China and Uzbekistan.This paper is mainly divided into four parts: the first part is the relevant legislation and policy of Uzbekistan on education.This paper mainly introduces the Education Law of the Republic of Uzbekistan, the National Talent training Plan, the Action Plan of Education for all, the educational standards of Uzbekistan and the related policies and regulations.In the presentation of these legislation and policies, the main focus is on the higher education component, thus providing a comprehensive picture of the legal and policy framework of higher education in Uzbekistan.The second part is the development of higher education in Uzbekistan.It mainly includes three aspects: the present situation of higher education in Uzbekistan, the characteristics of the development of higher education, and the achievements of higher education in Uzbekistan.The present situation of higher education in Uzbekistan mainly includes five aspects, namely, the structure type of higher education, the management system, the funds, the admission mode and the international cooperation.The development of higher education in Uzbekistan has four main characteristics: the government attaches great importance to it, combines the educational models of Europe, Asia and the United States with its own development, and the Uzbek language is used in institutions of higher learning to a high degree.There are no private institutions of higher learning in Uzbekistan.In the aspect of the achievement of higher education in Uzbekistan, this paper analyzes the economic, political, cultural and social impact of higher education in Uzbekistan.The third part is the reform of higher education in Uzbekistan.This paper first introduces the reform of the Soviet Union period before independence and the reform of the degree system, funding system and entrance examination mechanism of Uzbekistan after independence.Secondly, the limitations of higher education reform are analyzed, including admission mechanism, scholarship allocation, funds, ratio of men and women, regional distribution of educational institutions and education quality.The fourth part is the development of higher education in Uzbekistan under the background of internationalization.First of all, it introduces some organization and cooperation projects related to higher education in Uzbekistan, such as the Bologna process in Asia and the Irrazmas Project, and then analyzes the opportunities and challenges that internationalization brings to higher education in Uzbekistan.The prospect of its development is forecasted.
