地方应用型高校绩效评价指标体系的研究

【摘要】:在高等教育大众化的今天,我国高校的发展存在着诸多问题,高校盲目攀比、升格,追求“综合化”,政府政策及财政投入的不均衡,以及社会评价体系的缺失,排名体系的混乱等等,这些问题严重影响了我国高等教育资源合理优化配置,给我国高等教育的发展带来了许多负面的影响。2005年以来,教育部对高校本科教学评估受到各校高度重视,其指标设计是一个航标,但由于没有体现分类评价、分类指导原则,用一套指标体系来衡量和评价所有的高校,只能导致趋同化“争上游”的结局。其实,各类、各层次的高校中都有不乏办学有特色和比较优秀的,客观评价不同类型、不同层次学校的优秀水平应当有所不同。 如何提高高校的办学效益,使国家及地方财政投入向低投入、高产出的学校倾斜,采用可计量的绩效评价标准实现教育投入公平,是我国当前高等教育面临的重大课题。为减少和避免这种缺乏正确的投入产出观,在办学定位上盲目追求扩张升格,不考虑办学绩效,忽视资源利用效率的现象,2010年7月颁布的《国家中长期教育改革和发展规划纲要(2010-2020年)》中明确提出:高校要“改进管理模式,引入竞争机制,实行绩效评价,进行动态管理。” 本文以我国地方应用型高校为研究对象,拟为该类高校初步设计一套高校绩效评价指标体系。文章首先对我国现有的高校排行指标体系进行简述,分析了排名指标体系存在的不足和经验启示。针对国内外高校绩效评价的现状,运用有关理论分析方法提出不同类型高校要根据自身定位和特点,分类指导,优化绩效评价指标体系。 文章还对高校的分类定位评价的关系进行了分析,概括了我国地方应用型高校在我国高校群中的定位,然后提出了地方应用型高校绩效评价指标体系设计的目标和原则。最后结合地方应用型高校的特点,首先从高校的人才培养,科学研究,服务社会的职能出发,将指标的内容归为三大类。其次,按照绩效理论的关键事件法,从投入-运行-产出的过程上选取指标。最终初步构建了一套地方应用型高校绩效评价指标体系。
[Abstract]:With the popularization of higher education, there are many problems in the development of higher education in our country, such as the blind comparison, upgrading, the pursuit of "integration", the imbalance of government policy and financial investment, and the lack of social evaluation system.The confusion of ranking system and so on, these problems have seriously affected the rational and optimized allocation of higher education resources in China, and brought many negative effects to the development of higher education in our country.The Ministry of Education attaches great importance to the undergraduate teaching evaluation of colleges and universities, and its index design is a navigation aids, but because it does not reflect the classification evaluation and classification guiding principles, it uses a set of index system to measure and evaluate all colleges and universities.It can only lead to the result of assimilation.In fact, all kinds of colleges and universities at all levels have their own characteristics and relatively excellent ones, and objectively evaluate different types of schools, and the excellent level of different levels of schools should be different.How to improve the efficiency of colleges and universities, to make the national and local financial investment incline to the low input and high output schools, and to use the measurable performance evaluation standard to realize the equity of the educational investment is a major subject that our country's higher education is facing at present.In order to reduce and avoid this lack of correct input-output view, we blindly pursue expansion and upgrading in the orientation of running a school, and do not consider the performance of running a school.Ignoring the phenomenon of resource utilization efficiency, the National medium and long term Education Reform and Development Plan (2010-2020) issued in July 2010 clearly points out that universities should "improve management mode, introduce competition mechanism, implement performance evaluation, and carry out dynamic management".This paper takes the local applied colleges and universities as the research object, and designs a set of performance evaluation index system for this kind of colleges and universities.Firstly, this paper briefly introduces the existing ranking index system of colleges and universities in China, and analyzes the deficiency and experience of ranking index system.In view of the present situation of performance evaluation in colleges and universities at home and abroad, this paper puts forward that different types of colleges and universities should optimize the performance evaluation index system according to their own orientation and characteristics, and to optimize the performance evaluation index system by using relevant theoretical analysis methods.This paper also analyzes the relationship between the classification, orientation and evaluation of colleges and universities, generalizes the orientation of local applied universities in the group of colleges and universities in China, and then puts forward the objectives and principles of designing the performance evaluation index system of local applied colleges and universities.Secondly, according to the key event method of performance theory, the index is selected from the process of input-operation-output.Finally, a set of performance evaluation index system of local applied colleges and universities is constructed preliminarily.
