法人化以来日本国立大学发展:基于校外人士参与办学的视角

【摘要】：自2004年国立大学法人化开始,校外人士以"局内人"的身份参与到国立大学发展与营运中,由此揭开了校外人士参与国立大学办学的新历程。目前,校外人士在参与国立大学办学过程中,以局内人的身份,以民间管理模式给国立大学的发展与办学带来了契机与活力,培养了国立大学适应市场的自主办学能力与社会竞争意识,大学也由此引入了"源头活水",打破了大学与社会的藩篱。但以政府、产业界为代表赞成派与以国立大学协会、大学教授为代表的反对派一直围绕校外人士参与办学不断展开各种争议。
[Abstract]:Since the legalization of the National University in 2004, the people outside the university participated in the development and operation of the National University as "insiders", thus uncovering the new course of the participation of the off-campus people in the running of the National University.At present, in participating in the process of running a national university, people outside the university have brought opportunities and vitality to the development and running of the national university as an insider and as a private management model.The independent running ability and the social competition consciousness of the national universities have been cultivated, and the universities have also introduced the "source of water", which has broken down the barriers between the universities and the society.But the opposition, represented by the government, industry, and the National University Association and university professors, has been in constant dispute over the participation of people outside the university.
