独立学院政策执行的利益博弈分析

【摘要】：从博弈论的视角看,独立学院政策执行过程就是一个典型的利益博弈过程,其中有五个主要的"局中人":中央政府、地方政府、民间投资者、母体高校与独立学院。为达至自己的效用或利益最大化,每个博弈者运用不同的方式对独立学院政策加以重新解读,演绎着中央政府("上")与地方政府("下")周旋、政府("权力")与民间投资者("资本")纷争、中央政府("官")与独立学院("民")角力、母体高校("主"或"次")与民间投资者("次"或"主")较量的博弈图景,形塑着独立学院政策执行的特殊利益博弈生态。
[Abstract]:From the perspective of game theory, the policy implementation process of independent college is a typical interest game process, in which there are five main "people in the bureau": central government, local government, private investors, parent universities and independent colleges.In order to maximize their own utility or benefit, each gambler reinterprets the policy of independent college in a different way, interpreting the central government ("top") and local government ("under").Disputes between the government ("power") and private investors ("capital"), between the central government ("officials") and independent colleges ("people"), and between parent colleges ("master" or "secondary") and private investors ("secondary" or "master"),Shaping the independent college policy implementation of the special interests game ecology.
