自治与管制：我国大学与政府的关系研究

【摘要】：近年来我国不断进行高等教育改革,其中重要的一点就是要处理好大学与政府的关系,它关系到我国大学根本精神地实现,关系到人才培养、科学研究、促进社会进步等任务地顺利完成。由于过去我国受计划经济体制的影响,许多权力都集中在中央和地方政府,大学受政府干预过多,导致大学缺乏办学自主权,缺乏办学积极性和创造性。大学与政府关系的核心问题就是大学自治与政府管制之间的矛盾,一方面,政府基于公共利益和政府自身利益不得不对大学进行管制；另一方面,基于大学学术自治的属性,大学必然追求独立自主。本文沿着大学自治与政府管制的“矛盾—失衡—协调”为主线来确立文章逻辑思维,遵循“提出问题—分析问题—解决问题”这一常规研究思路,以南方科技大学的教改历程作为案例分析。深入分析由南方科技大学所反映的当前我国大学与政府存在的问题及其原因,鉴于外国教育改革的经验以及我国大学与政府的关系沿革,抓住大学自治与政府管制的相互关系这个核心问题,最后力求来构建我国大学与政府的良好关系。大学自治与政府管制是一对矛盾关系,必须协调好、平衡好自治与管制的关系,政府要合理使用立法、经济、信息等手段,加强对大学的扶持与监督,同时大学要在法律法规的框架下,充分发挥大学的主观能动性,最大限度地实现学术自由、大学自治,促进大学与政府之间的共同合作,以实现互利共赢。
[Abstract]:In recent years, our country has been carrying out the reform of higher education, among which the important point is to deal well with the relationship between universities and the government, which is related to the realization of the fundamental spirit of universities in our country, to the cultivation of talents, and to scientific research.The task of promoting social progress was successfully completed.In the past, due to the influence of planned economic system, many powers were concentrated in the central and local governments, and the universities were interfered by the government too much, which led to the lack of autonomy, enthusiasm and creativity in running a university.The core problem of the relationship between university and government is the contradiction between university autonomy and government regulation. On the one hand, the government has to regulate the university on the basis of public interest and government's own interest; on the other hand, based on the nature of academic autonomy of university,Universities must pursue independence.Along the main line of "contradiction, imbalance and coordination" between university autonomy and government regulation, this paper establishes the logical thinking of the article and follows the conventional research thought of "posing problems-analyzing problems-solving problems".This paper takes the course of teaching reform of Southern University of Science and Technology as a case study.Deeply analyzing the existing problems and causes of universities and governments in China as reflected by the Southern University of Science and Technology, and considering the experience of foreign education reform and the evolution of the relationship between universities and governments in our country,The core issue of the relationship between university autonomy and government regulation is grasped, and the good relationship between university and government is constructed.University autonomy and government regulation are a pair of contradictory relations. We must coordinate and balance the relationship between autonomy and regulation. The government should make rational use of legislative, economic, information and other means to strengthen the support and supervision of universities.At the same time, under the framework of laws and regulations, the university should give full play to the subjective initiative of the university, maximize academic freedom, university autonomy, and promote the joint cooperation between the university and the government, in order to achieve mutual benefit and win-win.
