运用ISO9000标准建构独立学院教学质量保障体系的研究

【摘要】:提高教学质量无法离开教学质量保障体系的构建,运用IS09000标准构建独立学院教学质量保障体系有着十分重要的理论与实践价值。本文研究分为五大部分。第一部分引言首先从人才培养目标、师资队伍、课程设置、学生管理、教学质量监控几个方面入手,分析了独立学院办学现状;而后介绍了研究内容、必要性和可行性、研究方法;进行了文献综述,展示中国以及国外教育系统引入IS09000质量管理体系进行质量管理的现状及效果。第二部分研究概述分别对独立学院、教学质量保障体系的概念、IS09000标准的概念进行了界定;介绍了IS09000标准的四大基本内容:简述IS09000标准的构成与特点,重点解释IS09000标准的基础——质量管理八项原则以及其主要作用,强调体系必须文件化才能便于组织重复和追溯,特别指出IS09000标准所使用的方法是过程方法,该方法贯穿于整个体系的策划与运行当中,并展示了以过程为基础的质量管理体系模式。第三部分运用过程方法对独立学院教学质量保障体系进行了分析,建立了以过程为基础的独立学院质量保障体系的模式。第四部分探讨独立学院教学质量保障体系的构建原则,对教学过程进行了PDCA质量环分析,而后分策划、实施、检查、处置四个阶段探讨了如何构建独立学院教学质量保障体系。第五个部分就独立学院教学质量管理引入IS09000的目的,办学质量的IS09000认证与教学工作合格性评估之间的关系等相关问题进行了思考与探讨。IS09000标准给独立学院的教学管理带来了新的思路,教学质量保障体系成为了独立学院在提高工作效率、提高管理水平的坚实后盾。基于IS09000标准的教学质量保障体系的建立,有助于减少或消除国内外教育机构相互交流中的技术壁垒,是独立学院国际化的发展趋势,有利于提高我国在国际教育市场的竞争力。
[Abstract]:The improvement of teaching quality cannot leave the construction of teaching quality assurance system. It is of great theoretical and practical value to use IS09000 standard to construct teaching quality guarantee system in independent colleges. This paper is divided into five parts. The first part of the introduction analyzes the current situation of the independent college from the following aspects: the goal of talent training, the teaching staff, the curriculum, the student management and the teaching quality monitoring, and then introduces the research content, necessity and feasibility. Research methods: literature review is carried out to show the current situation and effect of introducing IS09000 quality management system into Chinese and foreign educational systems. In the second part, the author defines the concept of IS09000 standard of independent college and teaching quality assurance system, and introduces four basic contents of IS09000 standard: the constitution and characteristics of IS09000 standard. This paper mainly explains the eight principles of quality management and its main function, emphasizes that the system must be documented in order to be convenient for organization repetition and traceability, and points out in particular that the method used in the IS09000 standard is a process method. This method runs through the planning and operation of the whole system, and demonstrates the process-based quality management system model. The third part uses the process method to analyze the teaching quality assurance system of the independent college, and establishes the model of the independent college quality assurance system based on the process. The fourth part discusses the construction principle of teaching quality guarantee system in independent college, and analyzes the teaching process with PDCA quality loop, then discusses how to construct the teaching quality guarantee system of independent college in four stages: planning, implementing, checking and disposing. The fifth part is about the purpose of introducing IS09000 into the teaching quality management of independent colleges. This paper discusses the relationship between the IS09000 certification of school running quality and the qualification evaluation of teaching work, and so on. The standard of .IS09000 brings new ideas to the teaching management of independent colleges. Teaching quality assurance system has become a solid backing for independent colleges to improve their working efficiency and management level. The establishment of teaching quality assurance system based on IS09000 standards is helpful to reduce or eliminate the technical barriers in the exchange between domestic and foreign educational institutions. It is the development trend of internationalization of independent colleges and helps to improve the competitiveness of our country in the international education market.
