我国高校科技成果运营的模式及绩效评价研究

【摘要】:高校在我国科技成果运营为现实生产力的过程中起着举足轻重的作用,同时也是我国科学技术进步的主体力量。高校是我国创新体系的核心,高校科技成果运营效率的高低是体现国家技术创新水平和能力的重要指标之一。高校科技成果运营模式影响高校科技成果的运营以及科技成果的运营效率,选择合适的高校科技成果运营模式有利于提高经济效益和社会效益,并促进科技创新。 本文在分析国内外高校科技成果运营的经验教训基础上,对我国高校科技成果运营的过程、运营模式的类型以及运行机制进行了分析,同时对其绩效进行评价,找出需要改进和完善的地方,以便针对高校自身的实际资源状况以及需求状况,可以有效地促进高校选择适合自己的科技成果运营模式,提高高校科技成果的转化效率,更好地加快科技创新向科技成果转化的产业化进程,促进产业结构升级,最终提高我国高校科技成果运营的经济效益、社会效益和加速科技创新。 论文总结了国内外高校科技成果运营经验及教训。分别从经济效益、社会效益、科技创新等方面分析我国高校科技成果运营的经验和教训,同时与国外高校科技成果运营模式进行对比,不论从经济效益、社会效益还是科技创新方面都存在着较大的差距,国外的高校科技成果运营模式为我国提供了经验借鉴。 论文分析了高校科技成果运营的过程及机制。首先对高校科技成果的含义类型以及高校科技成果的特征进行分析;对高校科技成果运营的相关概念进行界定,分析了科技成果运营的含义和高校科技成果运营的内涵;接下来对高校科技成果运营阶段进行了划分,将其划分为成果产生阶段、成果转移阶段、成果使用阶段三个阶段,同时对高校科技成果运营的阶段任务和阶段目标进行了分析;最后从动力机制、供求机制、投入机制以及利益分配机制等角度对我国高校科技成果运营的运行机制进行了系统分析。 论文阐述了高校科技成果运营的模式类型。首先对高校科技成果运营模式的内涵进行了界定;接下来分别分析了成果供给方与需求方之间、政府与成果供给方之间、政府与成果需求方之间、中介组织与其他主题之间的博弈行为;最后基于主体间的博弈将我国高校科技成果运营模式划分为6中类型,并对每一种类型进行了详细分析。 论文构建了高校科技成果的运营模式选择模型并进行了实证。首先对高校科技成果运营模式选择的影响因素进行了分析,包括主体因素、驱动因素、风险因素、障碍因素四个方面;分析了高校科技成果运营模式选择的途径,包括构建高校科技成果运营模式选择模型,并对其进行了实证分析;对高校科技成果运营模式进行匹配及选择分析,首先介绍了高校科技成果运营模式匹配原理以及匹配的步骤,最后结合高校自身实际情况,对高校科技成果运营模式进行选择,为高校选择适合自身发展的科技成果运营模式提供方法和依据。 论文构建了高校科技成果运营模式的绩效评价体系。首先建立高校科技成果运营绩效评价的预选指标体系,并运用群组决策特征根法对关键指标进行识别,确立评价指标体系;然后设定高校科技成果运营绩效评价指标标准和结果等级标准;进而用格栅获取法和模糊Borda数分析法确定评价指标权重,并选取样本单位,对于高校科技成果运营模式的绩效进行实证评价及结果分析,,为提高高校科技成果运营绩效提供了决策依据。 论文提出了面向运营模式的高校科技成果运营的保障体系。根据对前几章的分析和论述,本文为保障高校科技成果运营顺利进行,提高高校科技成果运营模式的绩效,提出了以下几大保障措施,包括更新高校科技成果运营的观念、优化有利于高校科技成果的运营环境、拓宽高校科技成果运营的投融资渠道、加强高校科技成果运营过程的统筹管理、加强成果运营队伍建设以及加强产学研战略合作等。
[Abstract]:Colleges and universities play an important role in the process of scientific and technological achievements in China , and it is the main force of scientific and technological progress in our country . The university is the core of our country ' s innovation system . The high and low of the operational efficiency of scientific and technological achievements in colleges and universities is one of the important indicators to reflect the level and ability of national innovation . The operation mode of scientific and technological achievements of colleges and universities influences the operation of scientific and technological achievements of universities and the operation efficiency of scientific and technological achievements , and selects the appropriate mode of operation of scientific and technological achievements in colleges and universities to improve economic and social benefits and promote technological innovation .
Based on the analysis of the experiences and lessons of the operation of science and technology achievements at home and abroad , this paper analyzes the process , type and operating mechanism of the operation of scientific and technological achievements in colleges and universities in our country , evaluates the performance of the university , and finds out the need to improve and perfect the scientific and technological achievements , improve the transformation efficiency of the scientific and technological achievements , accelerate the upgrading of the industrial structure , and finally improve the economic benefit , social benefit and accelerate the innovation of science and technology .
