博洛尼亚进程中俄罗斯高等教育改革研究

【摘要】：随着科学技术日新月异的变化，人类进入了知识经济时代，进入了一个高度信息化的时代，二十一世纪是知识经济占主导地位的世纪。高等教育竞争也日益激烈。 1999年6月，德、意、英、法等欧洲29个签约国的高校教育部长，齐集于意大利的城市博洛尼亚，会议上签署了《博洛尼亚宣言》，宣言提出了今后欧洲高等教育的改革计划，此计划的核心目标是——到2010年之前建立统一的欧洲高等教育空间。2003年9月，博洛尼亚进程中的成员国教育部长在柏林召开了了第二次高峰会议。俄罗斯签署了《博洛尼亚宣言》，标志着俄罗斯正式加入博洛尼亚进程。从此，翻开了俄罗斯高等教育的新篇章。本文首先对博洛尼亚进程的发展进行历史梳理：里斯本公约、索邦宣言、博洛尼亚宣言、布拉格公告、柏林公告、卑尔根公告和伦敦公告，文章的第二部分探讨了俄罗斯加入博洛尼亚进程的动机。为加速本国高等教育体系与欧美国家的高等教育接轨，在全球高等教育市场上享有话语权，顺应高等教育国际化的潮流，参与博洛尼亚进程，增强俄罗斯高等教育在国际上的竞争力。文章第三部分阐述俄罗斯高校加入博洛尼亚进程采取的变革举措。俄罗斯对本国高等教育学位制度、采用欧洲学分制、在质量导向背景下的国家统一入学考试和国家教育权制度。第四章以莫斯科国立大学为例进行个案分析。加入博洛尼亚进程后，，莫斯科国立大学所进行的针对博洛尼亚标准所进行的改革。第五章对博洛尼亚进程中的俄罗斯高等教育改革存在的问题进行分析。任何改革都存在着这样那样的诸多不足，俄罗斯的高等教育改革他也不例外。文章结构共分六个部分：引言包括选题缘由、研究意义、研究方法，中外文相关文献综述第一章分析博洛尼亚进程产生的基本概况第二章解析俄罗斯加入博洛尼亚进程的原因分析第三章阐述俄罗斯加入博洛尼亚进程采取的变革措施第四章以莫斯科国立大学为例进行个案分析第五章博洛尼亚进程中俄罗斯高等教育改革存在的问题
[Abstract]:With the rapid changes of science and technology, mankind has entered the era of knowledge economy, entered a highly information age, the 21 century is the dominant century of knowledge economy. Competition in higher education is becoming increasingly fierce. In June 1999, ministers of higher education from 29 European signatories, including Germany, Italy, Britain and France, gathered in Bologna, Italy, and signed the Bologna Declaration, which proposed a plan for the reform of higher education in Europe in the future. The central goal of the plan is to establish a unified European higher education space by 2010. In September 2003, the Bologna process's education ministers held their second summit in Berlin. Russia signed the Bologna Declaration, marking Russia's formal participation in the Bologna process. Since then, Russia opened a new chapter in higher education. Firstly, this paper reviews the development of Bologna process: Lisbon Convention, Sorbonne Declaration, Bologna Declaration, Prague Proclamation, Berlin Proclamation, Bergen Proclamation and London Proclamation. The second part discusses the motivation of Russia's entry into Bologna. In order to speed up the integration of our higher education system with the higher education in Europe and the United States, to enjoy the right to speak in the global higher education market, to conform to the trend of internationalization of higher education and to participate in the Bologna process. To enhance the international competitiveness of Russian higher education. The third part of the article expounds the reform measures taken by Russian universities in the process of joining Bologna. In Russia, the degree system of higher education is based on the European credit system, the national unified entrance examination and the national educational right system under the background of quality orientation. The fourth chapter takes Moscow State University as an example to carry on the case analysis. The reform of Bologna standards undertaken by Moscow State University after joining the Bologna process. The fifth chapter analyzes the problems of Russian higher education reform in Bologna process. There are many shortcomings in any reform, and he is no exception to Russia's higher education reform.
