基于创新人才培养的高校教学与科研组织变革研究

【摘要】:高校教学与科研组织是高校构成要素的基本组成部分,决定高校的实力与水平,显现高校机体的健康与活力,肩负着培养创新人才的重任。 创新人才的影响因素包括个人特质、知识结构、创新思维、创新能力、个人家庭、学校社会等。教学科研组织主导人才素质的提升,对创新人才培养起培育激发作用。在培育期,高校教学与科研组织重点对学生进行知识储备、思维引导创新能力培养工作;在激发期,高校教学科研组织以培养研究型创新人才为目标,对人才进行知识的储备训练,培养人才的创新思维,引导其创新行为,在实践研究中锻炼人才的创新能力。 经过长期的改革探索,我国高校教学科研组织建设虽取得了一定成效,但仍存在不少问题,如组织类型仍显陈旧,管理模式不够理想,学术氛围不浓,学术权力偏移,创新精神不足等。这些问题的存在影响了创新人才的培养。有效培养创新人才的教学科研组织具有模式多样、组织自治、学术至上和机制灵活的特征。 提升教育教学质量,培养创新人才,高校教学科研组织必须变革,实施变革的主要途径有:第一,明确高校教学与科研组织变革的价值取向。要以学术至上为价值主导,以培养创新人才为根本目标,以创造科技成果为主要任务。第二,创新高校教学与科研组织模式。其中组织结构模式包括跨学科模式、教学型模式、研究型模式、教学研究型和研究教学型模式等;组织运行模式包括学术主导模式、基础研究模式、均衡研究模式、动态组合模式等。第三,加强高校教学与科研组织内部治理。从完善激励机制,建立人员选拔和淘汰机制,健全学术评价机制三大方面为组织内部治理提供保障。第四,优化高校教学与科研组织的外部环境。包括鼓励组织学术自治、积极拓宽组织的外界支持以及形成组织协同创新的文化氛围。
[Abstract]:The organization of teaching and scientific research in colleges and universities is a basic component of the constituent elements of colleges and universities, which determines the strength and level of colleges and universities, shows the health and vitality of institutions of higher learning, and shoulders the important task of cultivating innovative talents. The influencing factors of innovative talents include personal characteristics, knowledge structure, innovative thinking, innovative ability, individual family, school society and so on. The promotion of leading talents in teaching and scientific research organizations can stimulate the cultivation of innovative talents. In the period of cultivation, the teaching and research organizations of colleges and universities focus on the knowledge reserve of students and the cultivation of creative ability by thinking, while in the stimulating period, the teaching and scientific research organizations of colleges and universities aim at cultivating research-oriented innovative talents. The training of talents' knowledge reserve, the cultivation of talents' innovative thinking, the guidance of their innovative behavior, and the training of talents' innovative ability in practice and research. After a long period of reform and exploration, although the construction of teaching and scientific research organizations in colleges and universities in China has made some achievements, there are still many problems, such as the old type of organization, the unsatisfactory management model, the lack of academic atmosphere and the deviation of academic power. Lack of innovative spirit, etc. These problems affect the cultivation of innovative talents. The teaching and scientific research organization, which effectively trains innovative talents, has the characteristics of diverse models, autonomous organization, academic supremacy and flexible mechanism. To improve the quality of education and teaching and cultivate innovative talents, the teaching and scientific research organizations in colleges and universities must be reformed. The main ways to implement the changes are as follows: first, the value orientation of the reform of teaching and scientific research organizations in colleges and universities should be clearly defined. We should take the academic supremacy as the value leading, the cultivation of innovative talents as the fundamental goal, and the creation of scientific and technological achievements as the main task. Second, innovation university teaching and research organization model. The organizational structure model includes the interdisciplinary model, the teaching model, the research model, the teaching research model and the research teaching model, and the organization operation model includes the academic dominant model, the basic research model, the balanced research model, etc. Dynamic combination mode, etc. Third, strengthen the internal governance of teaching and research organizations in colleges and universities. It provides guarantee for the internal management of the organization from three aspects: perfecting the incentive mechanism, establishing the mechanism of personnel selection and elimination, and perfecting the academic evaluation mechanism. Fourth, optimize the external environment of teaching and research organization in colleges and universities. It includes encouraging the organization's academic autonomy, actively broadening the external support of the organization and forming a cultural atmosphere of organizational synergy and innovation.
