【摘要】：本文研究的主题是20世纪60年代美国职业团计划的产生与实施。职业团计划是约翰逊政府伟大社会改革和向贫困开战计划中的一项重要内容。在《1964年经济机会法》中被正式提出。职业团计划旨在为1621岁的处境不利的青年提供免费的教育和职业培训，帮助他们为未来的就业做好充分准备，同时也注重对学员进行思想道德和价值观念的再教育，培养有社会责任感的公民。职业团计划于1965年1月开始启动，起初由经济机会局负责，，之后转由劳工部管理。职业团在对处境不利的青年的改造中发挥了不可低估的作用。因此对职业团进行深入探究，分析其产生的背景、具体实施过程及实施效果也有着重要意义。论文分四个部分：引言、正文、结语和参考文献。引言部分主要介绍了本文的选题依据，国内外研究现状，研究思路与方法，研究意义和存在的不足。正文分三个部分。第一部分研究职业团出台的背景，从当时的社会现象入手，揭示出隐藏在丰裕表象下的贫困问题，关注处境不利的青少年的状况，分析伟大社会改革和向贫困开战计划实施的必要性，回顾职业团计划孕育和诞生的过程。第二部分从职业团营地概况、提供培训的内容和学员培训后的出路三方面来介绍职业团计划的实施过程。第三部分从不同经济地区的营地对学员培训的效用分析、不同肤色和性别的学员接受培训的效果比较等方面来探究职业团的实施效果，并对其进行全面评价。结语部分对全文进行归纳和总结。在肯定职业团所取得的成效的同时，也指出其在运营过程中存在的问题和遭受的批评。但是瑕不掩瑜，职业团对青年的教育和培训不仅使他们找到生活的出路获得工作、继续深造或应征入伍，也同时使他们重新回到社会，树立了对未来的信心和作为公民的社会责任感，这种结果无论对个人还是社会都是值得肯定的。
[Abstract]:The theme of this paper is the birth and implementation of the American Vocational Corps Program in the 1960 s. The career Corps Program is an important part of the Johnson Administration's great social reform and the fight against poverty. It was formally proposed in the Economic opportunity Act 1964. The Vocational Corps Program aims to provide free education and vocational training to disadvantaged youth at the age of 1621 to prepare them for future employment, while also focusing on re-education of the students' minds, morals and values, Cultivate citizens with a sense of social responsibility. The Occupational Group was scheduled to start in January 1965, initially under the EOC, and then transferred to the Department of Labor. Occupational groups play an important role in the rehabilitation of disadvantaged young people. Therefore, it is of great significance to probe into the professional group, analyze the background, the concrete implementation process and the effect. The paper is divided into four parts: introduction, text, conclusion and references. The preface mainly introduces the basis of this paper, the current research situation at home and abroad, the research ideas and methods, the significance of the research and the shortcomings. The text is divided into three parts. The first part studies the background of the professional group, starting with the social phenomenon at that time, reveals the poverty problem hidden under the rich appearance, pays close attention to the situation of the disadvantaged young people. This paper analyzes the necessity of great social reform and the implementation of the plan to fight against poverty, and reviews the process of gestation and birth of the vocational regiment plan. The second part introduces the implementation process of the vocational regiment plan from three aspects: the general situation of the vocational regiment camp, the content of the training and the way out of the trainee training. The third part probes into the effect of the vocational group from the aspects of the utility analysis of the training in the camp in different economic areas and the comparison of the effect of the trainees receiving the training with different skin color and gender, and makes a comprehensive evaluation on it. The conclusion part sums up and summarizes the full text. At the same time, it also points out the problems and criticism in the process of operation. However, the education and training provided by vocational groups to young people not only enabled them to find a way to live and get jobs, but also allowed them to return to society after further study or enlistment. Confidence in the future and a sense of social responsibility as citizens are positive for both individuals and society.
