重庆市高校留学归国人员绩效评价研究

【摘要】:随着经济全球化和信息时代的到来,世界各国高等院校都面临着越来越激烈的国内和国际市场竞争。高等教育的质量直接决定着人才培养在国家建设中的作用发挥,师资队伍的建设水平不仅直接影响着人才质量,,而且关系到一个学校的生存与发展。高校中从海外归来的师资群体一个具有独特优势的国际性人才群体,是重要的人才资源,在我国教育事业发展中起着重要作用。为认真做好师资队伍建设,更好地发挥高校留学归国教师在学校事业发展中的作用,鉴于目前缺乏有关高校留学归国教师绩效评价研究成果,很有必要对高校留学归国教师绩效建构评价体系与影响关系进行研究。 为了对高校留学归国教师进行绩效评价,以及测度留学归国后教师总绩效的相关影响因素。本文做了以下几个方面的工作:第一,在梳理了国内外相关研究的基础之上,采用德尔菲法尝试性地从教学水平、科研水平、学科建设、管理水平、社会服务五个维度构建了高校留学出国人员绩效评价指标体系。第二,以层次分析法和模糊综合评价理论为基础对高校留学归国教师的绩效考核构建多层次模糊综合评价模型,并进行案列分析。第三,在以上分析的基础上,以高校教师出国留学以前的教学水平、科研水平、学科建设、管理业绩、社会服务为自变量,以留学后高校教师的总绩效为因变量,采用计量经济学方法,建立多元线性回归模型进行回归分析。利用格兰杰因果分析方法,对留学前高校教师的自身状况和绩效、留学年限、留学后高校教师总绩效做回归分析,对模型参数进行估计,测度留学前各个因素对教师总绩效的影响度。研究结果显示:以体现涉外成分为特点、五个维度为骨架构建的高校留学出国人员绩效评价指标体系可以客观度量不同教师贡献度的差异性;高校教师留学前五个维度的自身状况和绩效、留学年限对留学归国后教师的总绩效有显著影响并存在明确数量关系,可以测度留学前五个维度分别对留学后总绩效影响状况;可以借助留学时间变量,建构留学前后总绩效之间数量关系,测度出留学前绩效对留学后绩效的明确影响度。 利用评价理论所构建的高校留学归国教师绩效评价指标体系能给师资建设与评价管理提供有益参考,具有一定的理论和现实意义;利用格兰杰因果分析方法与计量回归模型进行的实证分析,测度了高校留学归国教师绩效的相关影响因素,为高校设计科学合理的公派出国留学制度,作了有益尝试,具有一定的实践价值。
[Abstract]:With the coming of economic globalization and information age, colleges and universities all over the world are facing more and more fierce competition in domestic and international markets. The quality of higher education directly determines the role of talent training in the construction of the country. The level of construction of the teaching staff not only directly affects the quality of talents, but also relates to the survival and development of a school. The teachers returned from overseas in colleges and universities an international talent group with unique advantages is an important talent resource and plays an important role in the development of education in China. In order to build the teaching staff and give full play to the role of returned college teachers in the development of university career, in view of the lack of research results on the performance evaluation of returned teachers in colleges and universities at present, It is necessary to study the relationship between the performance evaluation system and the influence of returned university teachers. In order to evaluate the performance of returned college teachers, and to measure the relative factors of teachers' total performance. This paper has done the following work: first, on the basis of combing the related research at home and abroad, using Delphi method to try from the teaching level, scientific research level, subject construction, management level, The five dimensions of social service set up the performance evaluation index system of college students abroad. Secondly, based on the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation theory, a multi-level fuzzy comprehensive evaluation model is constructed to evaluate the performance of returned college teachers. Thirdly, on the basis of the above analysis, taking the teaching level, scientific research level, discipline construction, management achievement, social service as independent variables, and taking the total performance of college teachers after studying abroad as dependent variables, The multivariate linear regression model is established by using econometric method to carry out regression analysis. Using Granger causality analysis method, this paper makes regression analysis on the self-condition and performance of college teachers before studying abroad, the years of study abroad, and the total performance of college teachers after studying abroad, and estimates the model parameters. To measure the influence of each factor on the total performance of teachers before studying abroad. The results show that the performance evaluation index system based on five dimensions can objectively measure the difference of contribution of different teachers. The self-condition and performance of the first five dimensions of college teachers' study abroad, the years of studying abroad have significant influence on the total performance of the teachers after returning to China, and there is a clear quantitative relationship between them, which can be used to measure the influence of the first five dimensions on the total performance after studying abroad. With the help of the time variable of studying abroad, we can construct the quantitative relationship between the total performance before and after studying abroad, and measure the degree of influence of the performance before and after studying abroad on the performance after studying abroad. The performance evaluation index system based on the evaluation theory can provide a useful reference for teachers' construction and evaluation management, which is of theoretical and practical significance. By using the Granger causality analysis method and the econometric regression model, this paper measures the related factors of the performance of the returned teachers, and makes a useful attempt to design a scientific and reasonable system of studying abroad. It has certain practical value.
