高等学校教师公派出国留学的现状及对策研究

【摘要】:改革开放以来的出国留学教育,对我国社会主义发展新局面的开创影响深远。出国留学是我国加快科教事业和人才发展的重要措施,同时是我国对外开放的重要组成部分。通过出国留学这一途径,把人力资源大国转化为人力资本强国,在不断提升人力资本存量的基础上大力提升国家核心竞争力和综合国力。特别是公派出国留学政策,更是对国家的发展、社会的进步产生了重大影响。 本文首先回顾了公派出国留学的相关政策,介绍了我国公派出国留学对整个国家发展的作用,对我国高等学校的发展、一流学科的建设以及教师队伍的培养方面的作用。分析了目前公派出国留学政策执行中存在的一些问题,这些问题包括派出针对性不强、低层次重复较多、出国留学费用来源单一、行政管理队伍不敢派出等等。通过分析日本、印度等国的出国留学活动,在我国的公派出国留学活动中提出要注意严格选派,加强留学期间管理和按需派出以避免“人才流失”和“人才外溢”的同时存在的矛盾。 本文提出运用人力资本投资理论,在公派出国留学政策中注重管理过程,提出高等学校应该参与教师发展过程,以对青年骨干教师的出国留学培养为捷径,达到人才发展、管理队伍发展、创新发展同步。运用成就需要理论,强调在公派出国留学政策中注重政策环境的营造,在高等学校中进行环境建设,提升教师成就需求,谋求学校、教师发展的双赢。公派出国留学,特别是单位公派出国留学能克服引进人才的“高流动性”,通过自身培养、对高校行政管理者的出国培养,培植国际化的土壤,,促进人才机制体制的改革,也确保了引进的人才扎根、开枝散叶。 在我国公派出国留学政策的指引下,作为国家公派出国留学主要执行单位的高等学校,积极贯彻执行国家政策,发展出符合自己校情的单位公派留学政策。本文以上海某综合性大学为例,具体分析其在国家公派出国留学政策的引导下的一些组织、制度建设。提出从基础组织进行公派出国留学工作,更能体现“效益优先”,“按需派出”,“多层次多渠道派出”的原则,提升学校的整体水平。通过深入的国际合作,使公派出国留学更具效益,实现跨越式发展。 本文力图通过对相关问题的分析,以发现、解决问题,对国家公派出国留学政策和单位公派留学政策有个系统地认识,并希望能对兄弟院校的相关政策有交流借鉴作用,对公派出国留学政策的执行有所裨益。
[Abstract]:The education of studying abroad since reform and opening up has a profound influence on the creation of a new situation of socialist development in China. Studying abroad is an important measure to speed up the development of science and education in China, and it is also an important part of China's opening to the outside world. Through the way of studying abroad, the large human resource country can be transformed into a powerful country of human capital, and on the basis of continuously raising the stock of human capital, the core competitiveness and comprehensive national strength of the country will be greatly enhanced. In particular, the public policy of studying abroad has had a great impact on the development of the country and the progress of society. This paper first reviews the relevant policies of studying abroad, introduces the role of studying abroad on the development of the whole country, the development of Chinese universities, the construction of first-class disciplines and the training of teachers. This paper analyzes some problems existing in the implementation of the policy of studying abroad by the public. These problems include the lack of pertinence, the low level repetition, the single source of the cost of studying abroad, and the administrative team dare not send out, and so on. Through an analysis of the activities of Japan, India and other countries to study abroad, in our country's government-sent activities to study abroad, it is suggested that we should pay attention to the strict selection of overseas students. To avoid the contradiction between "brain drain" and "talent spillover" by strengthening the management of studying abroad and dispatching on demand. Based on the theory of human capital investment, this paper puts forward that colleges and universities should participate in the process of teachers' development and take the training of young backbone teachers as a shortcut to achieve the development of talents. Applying the theory of achievement needs, the author emphasizes that the policy environment should be built in the policy of studying abroad for the public, and the environment construction should be carried out in institutions of higher learning, and teachers' achievement needs should be promoted so as to seek a win-win situation for the development of schools and teachers. To study abroad, especially in units, can overcome the "high mobility" of introducing talents, train the administrative managers of colleges and universities abroad, cultivate the soil of internationalization, and promote the reform of the talent system. Under the guidance of our country's public policy of studying abroad, colleges and universities, as the main executive units of the national public schools, actively carry out the national policies and develop the public study abroad policies in accordance with the conditions of their own schools. Taking a comprehensive university in Shanghai as an example, this paper analyzes the organization and system construction of a comprehensive university under the guidance of the national public policy of studying abroad. It is suggested that the principle of "efficiency first", "dispatching according to need" and "multi-level and multi-channel dispatch" should be realized from the basic organization to promote the overall level of the school. Through in-depth international cooperation, the public sent abroad to study more effectively, to achieve leapfrog development. Through the analysis of the related problems, this paper tries to find out and solve the problems, to have a systematic understanding of the national public policy of studying abroad and the policy of the unit of the public to study abroad, and to hope that it can be used for reference to the related policies of the fraternal colleges and universities. It will benefit the implementation of the policy of studying abroad.
