高等学校行政化的问题及其改革

【摘要】：当前我国高等学校的行政化问题主要表现为政府对高等学校的行政化控制和高等学校内部的行政化管理体制二者之间的相互结合,它是政府干预、市场竞争以及学术共同体缺失等多方面因素交互作用的结果。要改革高等学校的行政化问题,不能仅仅依靠政府放权,也不能片面诉诸以学术权力取代行政权力,而是应当在尊重教育自身规律和市场竞争规则的前提下,创新体制环境,从调整政府与学校关系、改革学校内部管理制度和培育专业自主精神等方面,创建一个以公共利益为目标、以学术自由为核心、以大学自治为形式、以自我负责和社会控制为保障的体现公共性的现代大学制度。
[Abstract]:At present, the administrative problems of colleges and universities in our country are mainly manifested in the combination of the government's administrative control over the institutions of higher learning and the administrative management system within the institutions of higher learning, which is government intervention. Market competition and lack of academic community and other factors of interaction. In order to reform the administration of colleges and universities, we should not only rely on government decentralization, nor unilaterally resort to the replacement of administrative power with academic power, but should innovate the institutional environment on the premise of respecting the laws of education itself and the rules of market competition. From the aspects of adjusting the relationship between the government and the school, reforming the internal management system of the school and cultivating the spirit of professional autonomy and so on, we should create a university autonomy with the public interest as the goal, academic freedom as the core, and university autonomy as the form. The modern university system, which is protected by self-responsibility and social control, embodies the public nature.
