中国高校应急管理机制问题研究

【摘要】：本文针对中国高校应急管理机制在理论上以及在实践上存在的不足，力求较深入地探讨如何完善我国高校应急管理机制的问题。首先，，界定了高校应急管理机制的相关概念，总结了本研究的支持理论的要义。其次，综合分析了中国高校应急管理机制的现状，从预防准备方面、组织指挥系统方面、信息监测与报告方面、应急处理系统方面指出了现存的各种问题，并深入分析产生这些问题的深层原因。然后，参考分析了美国、日本和德国的高校应急管理机制经验，总结了做好前期应急准备工作、完备应急管理法律保障、完善应急管理组织体系和加强应急宣传教育工作等四个对中国具有参考意义的启示。最后，从事前、事中以及事后三个子机制来提出了完善中国高校应急管理机制的建议。
[Abstract]:In view of the deficiency of the emergency management mechanism in Chinese universities in theory and practice, this paper tries to probe into how to perfect the emergency management mechanism in colleges and universities in China. Firstly, it defines the related concepts of the emergency management mechanism in colleges and universities, and summarizes the essentials of the supporting theory of this study. Secondly, it comprehensively analyzes the current situation of the emergency management mechanism in Chinese universities, and points out the existing problems in the aspects of prevention preparation, organization and command system, information monitoring and reporting, and emergency handling system. And in-depth analysis of the underlying causes of these problems. Then, referring to the experience of the emergency management mechanism in the United States, Japan and Germany, the author summarizes the preliminary emergency preparation work and the complete legal protection of emergency management. Perfecting the organizational system of emergency management and strengthening the work of emergency publicity and education are four enlightenments for China. Finally, the paper puts forward some suggestions on how to perfect the emergency management mechanism of Chinese universities.
