【摘要】:作为我国现代化建设的生力军,大学生人力资源的有效配置和开发将对我国的科学发展观的落实以及和谐社会的构建起到至关重要的作用。从根本上说,只有解决好大学生的就业问题,才能使得社会大厦的运转更加顺畅。大学生的就业问题不仅仅是高校与学生之间的问题,它是我国急需解决的最为直接的经济问题和社会发展问题。 本文通过对我国就业政策的梳理和国外就业政策的借鉴,在调查问卷统计结果的基础上,建立大学生就业需求预测模型,并分析影响大学生就业需求的因素,针对这些因素做出具体的对策和建议:用人单位要切实做好同高校的信息沟通,对本单位用人结构和需求做出合理规划,建立实习生制度,履行社会义务;学生自身应该不断加强理论与实践结合的能力,并且对就业做出正确的预期,调整就业心态;国家应该缩小区域经济发展差距,引导大学生合理流动,保证劳动力市场的合理有序,鼓励大学生创业,拓展大学生就业渠道;高校应该对人才培养模式进行改革,提高大学生综合素质,优化专业设置,进行科学合理的就业指导。 文章主要分为四个主要部分: 论文第一部分是大学生就业政策及本文使用模型的有关理论,主要介绍了大学生就业政策的内涵及其特点,,以及对本文采用的模型进行简要的描述,并对其可行性进行介绍。并介绍大学生就业政策的现状,主要分析了我国大学生就业政策的现状,国外就业政策的研究。 第二部分介绍了影响大学生就业的因素,说明了国家政策、高校、用人单位和学生自身是影响大学生就业的四个主要因素。 第三部分分析了我国现阶段就业政策的问题,指出我国现阶段就业政策存在大学生就业的法律法规体系及户籍制度尚不健全对大学毕业生就业的阻碍、促进平衡分布的人才的就业政策并不完美、大学毕业生就业指导是不够的、大学生就业信息渠道的批评是不全面的、大学毕业生的就业政策实施的可操作性不强、高校毕业生就业问题的相关政策的不匹配的问题。 第四部分是基于大学生就业政策建立就业需求预测模型,需求预测模型的实证分析通过建立大学生就业需求预测模型进行分析,分析影响大学生就业的原因,系统分析各类因素对大学生就业的影响,并以提高我国大学生就业政策水平的对策为出发点,从国家策略、高校策略、用人单位策略和学生策略四个方面对我国大学生就业政策的改善提出建议。
[Abstract]:As a new force in the modernization of our country, the effective allocation and development of college students' human resources will play a vital role in the implementation of the scientific development concept and the construction of a harmonious society in our country. Fundamentally, only by solving the employment problem of college students can the operation of social edifice be more smooth. The employment of college students is not only a problem between universities and students, it is the most direct economic problem and social development problem that our country urgently needs to solve. Through combing the employment policy of our country and drawing lessons from the foreign employment policy, on the basis of the questionnaire statistical results, this paper establishes the forecast model of college students' employment demand, and analyzes the factors that affect the employment demand of college students. In view of these factors, specific countermeasures and suggestions should be made: the employer should effectively communicate with the information of colleges and universities, make a reasonable plan on the structure and needs of the employer, establish an intern system, and fulfill the social obligations; Students themselves should constantly strengthen the ability of combining theory and practice, and make correct expectations of employment, adjust the employment mentality, and the state should narrow the gap of regional economic development, guide the reasonable flow of college students, To ensure a reasonable and orderly labor market, to encourage college students to start a business, to expand the employment channels of college students, colleges and universities should reform the mode of talent training, improve the comprehensive quality of college students, optimize professional settings, and carry out scientific and reasonable employment guidance. The article is divided into four main parts: The first part of the thesis is about the employment policy of college students and the theory of the model used in this paper. It mainly introduces the connotation and characteristics of the employment policy of college students, and briefly describes the model adopted in this paper, and introduces its feasibility. It also introduces the present situation of college students' employment policy, mainly analyzes the present situation of our country's college students' employment policy and the research of foreign employment policy. The second part introduces the factors that affect the employment of college students, explains the national policy, universities, employers and students themselves are the four main factors that affect the employment of college students. The third part analyzes the problems of employment policy in our country at present, and points out that there are some obstacles to the employment of college graduates in the present employment policy of our country, such as the laws and regulations of university students' employment system and the imperfection of the household registration system. The employment policy to promote the balanced distribution of talents is not perfect, the employment guidance for college graduates is not enough, the criticism of employment information channels for college students is not comprehensive, and the implementation of employment policies for college graduates is not feasible. University graduates employment issues related to the mismatch of policies. The fourth part is based on the employment policy of college students to establish the employment demand forecasting model, the empirical analysis of demand forecasting model through the establishment of university students employment demand forecasting model to analyze the reasons that affect the employment of college students. This paper systematically analyzes the influence of various factors on the employment of college students, and takes the countermeasures to improve the employment policy level of college students in China as the starting point. Suggestions on the improvement of employment policy for college students in China are put forward in four aspects: employer strategy and student strategy.
