高校志愿服务组织管理的长效机制研究

【摘要】:中国高校志愿服务作为中国志愿服务的主体,发展至今已有将近二十年,这二十年间,高校志愿服务不管是从参与的人数上和还是服务的范围、效果上都取得了显著成绩。随着高校志愿服务组织和参与者数量的增多,高校志愿服务组织的发展出现了一些问题,也面临很多困难,例如社会支持体系相对落后、国家保障性法律法规的缺失、高校志愿服务组织自身建设不足、管理机制不健全、资金运作困难等等,这些问题在很大程度上制约着我国高校志愿服务的发展。同时,高校志愿服务的发展又是一个系统而复杂的问题,所以我们必须加强组织引导,促进相互合作,推动协调发展。在积极营造良好志愿服务发展环境的同时,进一步克服高校志愿服务在组织管理等方面的不足,积极开展志愿服务活动,进而推进高校志愿服务事业的进一步发展。 本文的研究重点是通过调研了解高校志愿服务组织的发展现状,分析存在的问题及原因,进一步提出构建高校志愿服务组织长效管理机制的设想。 首先,本研究在借鉴前人研究成果的基础上,对相关概念如高校志愿服务组织、长效管理机制等进行了梳理、界定。 其次,本研究以北京市海淀区学院路五所高校:中国地质大学(北京)、北京语言大学、北京科技大学、北京林业大学、北京航空航天大学为例,通过问卷调查、个别访谈和文献资料搜集分析,展开实证研究,调查大学生参与志愿服务的动机、途径、收获,在志愿服务过程中遇到的困难、阻碍,享受到的权益等,进一步了解我国高校志愿服务组织发展现状;同时总结高校志愿服务存在的问题及其成因,如组织体系不完善,志愿服务活动流于形式、内容单一,志愿者的专业性不足,,保障机制不健全,缺乏有效的激励机制和监管机制等。 最后,从我国高校志愿服务组织管理的现状出发,结合我国国情,借鉴国内外成功的经验,提出我国高校志愿服务组织管理长效机制构建的设想:逐步完善高校志愿服务组织体系、建立合理的项目运行机制、完善培训机制、健全保障机制、完善激励机制、建立有效的评估机制,从而促进高校志愿服务的健康发展。
[Abstract]:As the main body of Chinese voluntary service, the voluntary service of colleges and universities in China has been developed for nearly 20 years. During the past 20 years, the voluntary service in colleges and universities has made remarkable achievements in terms of the number of participants and the scope of service. With the increase of the number of voluntary service organizations and participants in colleges and universities, there are some problems in the development of voluntary service organizations in colleges and universities, and they also face many difficulties, such as the relatively backward social support system, the lack of national indemnificatory laws and regulations. The self-construction of voluntary service organizations in colleges and universities is insufficient, the management mechanism is not perfect, the operation of funds is difficult and so on. To a great extent, these problems restrict the development of voluntary service in colleges and universities of our country. At the same time, the development of voluntary service in colleges and universities is a systematic and complex problem, so we must strengthen organizational guidance, promote mutual cooperation and promote coordinated development. At the same time, we should overcome the shortcomings of university volunteer service in organization and management, actively develop voluntary service activities, and then promote the further development of university voluntary service. The research focus of this paper is to understand the current situation of the development of voluntary service organizations in colleges and universities, analyze the existing problems and reasons, and further put forward the idea of constructing a long-term management mechanism of voluntary service organizations in colleges and universities. First of all, based on the previous research results, this study combs and defines the related concepts such as voluntary service organization in colleges and universities, long-term management mechanism and so on. Secondly, this study takes five universities on Yuelu Road, Haidian District, Beijing as an example: China University of Geosciences (Beijing University of Geosciences, Beijing language and Culture University, Beijing University of Science and Technology, Beijing Forestry University, Beijing University of Aeronautics and Astronautics). Individual interviews and literature data collection and analysis, empirical research, investigation of college students' motivation, ways, harvest, difficulties encountered in the process of voluntary service, obstacles, enjoy the rights and interests, etc. At the same time, it summarizes the existing problems and causes of voluntary service in colleges and universities, such as the imperfect organization system, the mere form of voluntary service activities, the singleness of content, and the lack of professionalism of volunteers. The safeguard mechanism is not perfect, lacks the effective incentive mechanism and the supervision mechanism and so on. Finally, starting from the present situation of voluntary service organization management in colleges and universities in our country, and combining with the national conditions of our country, we can learn from the successful experience at home and abroad. In this paper, the author puts forward some tentative ideas on how to construct a long-term mechanism for the management of voluntary service organizations in colleges and universities: gradually perfecting the organizational system of voluntary service in colleges and universities, establishing a reasonable project operation mechanism, perfecting the training mechanism, perfecting the guarantee mechanism, and perfecting the incentive mechanism. To establish an effective evaluation mechanism to promote the healthy development of voluntary service in colleges and universities.
