《中国论坛》对台湾地区大学联考制度的忧思

【摘要】:1954年,台湾“教育部”宣布4所公立院校实行联合招考,开始实行统一的联合招生考试制度(简称“大学联考”)。因其“与数十万人攸关”,大学联考自实施起便备受各界的重视与讨论。到20世纪70年代,由于台湾经济快速成长,台湾社会现代化速度也随之加快,社会转型过程中,大学联考旧有的问题愈发严重,新的问题又层出不穷,各方对大学联考得失的讨论和改革建议更多了,这从一个比较有影响的知识分子言论刊物《中国论坛》里的大量论述便可看出。 《中国论坛》1975年创刊到1992停刊,这十多年恰好是台湾大学联考制度改革的酝酿时期。1976年2月,台湾“教育部”成立“大学入学考试委员会”,自此“教育部”直接参与大学联考的工作;1992年,“教育部”提出了“大学多元入学方案”,酝酿着大学联考改革的契机。2001年,台湾废除联考,02年起正式实施大学多元入学新方案,实现了招考分离。本文研究的正是《中国论坛》学人群对社会转型时期大学联考的关怀与忧思。分析他们如何寻求社会变迁中联考问题的解决方案,促进联考的变革与发展,加速台湾社会现代化。 文章包括四个部分。第一章简析台湾地区大学联考制度创始的背景,概述联考的创立与演变,分析创立演变期联考出现的主要问题,介绍《中国论坛》的创刊、抱负、特色及对联考问题的关注。第二、三章是文章的主体部分,第二章论述了作为早期报警系统的大众传播媒介《中国论坛》杂志敏锐地发现了联考弊端,从联考与学校教育、家庭生活、社会发展、个人发展四个角度关注了联考对社会现代化的影响,反映《中国论坛》对联考的忧思。第三章探讨《中国论坛》知识分子群为建立开放、健全社会提出的改革联考的目的与原则,介绍分析他们改革联考的各种方案。第四章简要介绍官方的联考变革情况,并探讨《中国论坛》对官方联考改革的互动与参与。 《中国论坛》从社会变迁关怀教育,对联考问题做了深入的探讨,将理论结合现实,提出许多解决问题的具体建议,舆论影响教育主管部门的决策,使大学联考能朝合理的并能符合社会现代化的目标去变迁,使一个开放社会、开放政府获得知识力量的匡范与推动。
[Abstract]:In 1954, Taiwan's "Ministry of Education" announced the implementation of four public colleges and universities, the implementation of a unified joint admission examination system (referred to as "joint university entrance examination"). As a matter of concern to hundreds of thousands of people, the college entrance examination has attracted much attention and discussion since its implementation. By the 1970s, due to the rapid economic growth of Taiwan, the pace of social modernization in Taiwan was also accelerating. In the process of social transformation, the old problems in the joint university entrance examination became more and more serious, and new problems emerged in endlessly. There has been more discussion and reform proposals on the gains and losses of the joint college entrance examination, as can be seen from a large number of expositions in a more influential intellectual speech journal, China Forum. The "China Forum" was founded in 1975 and was suspended from publication in 1992. This decade or so coincided with the brewing period of the reform of the joint entrance examination system in Taiwan's universities. In February 1976, Taiwan's "Ministry of Education" set up the "College entrance examination Committee." Since then, the Ministry of Education has been directly involved in the work of the joint university entrance examination; in 1992, the Ministry of Education put forward the "multiple admission Program for University", which is a good opportunity for the reform of the joint university entrance examination. In 2001, Taiwan abolished the joint entrance examination, and in 2002 it formally implemented the new program of multiple admission to universities, which realized the separation of entrance examination. This paper studies the concern and worries of the students in the period of social transformation. This paper analyzes how they seek solutions to the problems of joint examinations in the course of social change, promote the reform and development of joint examinations, and accelerate the modernization of Taiwan society. The article consists of four parts. The first chapter briefly analyzes the background of the founding of the joint examination system in Taiwan, outlines the establishment and evolution of the joint examination, analyzes the main problems arising in the joint examination during the period of the founding and evolution, and introduces the founding, ambition, characteristics and attention to the joint examination of the China Forum. The second and third chapters are the main part of the article. The second chapter discusses that the mass media "China Forum" magazine, as an early warning system, has keenly discovered the drawbacks of the joint examination, from the aspects of joint examination and school education, family life, and social development. Four angles of personal development pay attention to the influence of the joint examination on the social modernization, reflecting the worry of the China Forum on the joint examination. The third chapter discusses the purpose and principle of the reform joint examination put forward by the intellectuals in order to establish an open and perfect society, and introduces and analyzes their various plans for reforming the joint examination. Chapter four briefly introduces the reform of official joint examination, and probes into the interaction and participation of China Forum on the reform of official joint examination. From the perspective of social change care education, the "China Forum" makes a deep discussion on the joint examination problem, combines theory with reality, puts forward many concrete suggestions to solve the problem, and public opinion influences the decision-making of the education department in charge. So that the university entrance examination can change towards the goal of reasonable and social modernization, so that an open society and an open government can acquire the knowledge power of the norm and promotion.
