【摘要】：本文就西部地区地方高校科技竞争力评价指标体系的选择原则展开研究,对西部地区地方高校科技竞争力与科技评价体系诸因素进行多元分析,初步构建西部高校科技评价体系,使其更加专业化、规范化。在本文的研究过程中根据西部地区地方高校的科技竞争力水平及科研现状,结合案例实证检验,有针对性的从体制创新、机制创新、环境建设及校园文化建设、管理体制改革与创新等宏观层面,开展以西部地区地方高校为主体的科技竞争力提升对策研究,初步构建西部地区地方高校科技竞争力评价及其评价指标体系。本论文在结构上一共分为四个部分。第一部分由两章构成,第一章详细介绍了本论文写作的背景意义以及在调查研究和写作上使用的方法思路,第二章重点针对相关的概念进行深入的解释,并且归纳总结了国内外学者在高校科技竞争力方面研究取得的成果。第二部分主要探讨了高校科技竞争力的评价体系,讲述了评价的意义、标准、方法等相关问题。第三部分主要分析了我国西部地区高校在科技竞争力方面所面临的现状,重点剖析了影响我国西部高校科技竞争力的限制因素。第四部分针对前边提出的影响我国西部地区高校科技竞争力的因素,提出建议性的解决措施。西部大开发是我国现阶段前进发展的重要组成部分,然而发展西部的要害却在于教育科技的不断进步。提高西部地区高校科技竞争力,不权仅关系到我国西部地区省份的经济不断进步发展,更关系到我国宏观经济整体规划的成败,不断提高我国西部高校的科技竞争力,对我国综合国力的提升有举足轻重的意义。
[Abstract]:This paper studies the selection principles of the evaluation index system of the scientific and technological competitiveness of local universities in the western region, and makes a multi-element analysis on the factors of the scientific and technological competitiveness and the scientific and technological evaluation system of the local colleges and universities in the western region. Construct the western university science and technology appraisal system preliminarily, make it more specialized, standardized. In the course of this study, according to the level of scientific and technological competitiveness of local colleges and universities in the western region and the status quo of scientific research, combined with the empirical test of cases, this paper aims at the system innovation, mechanism innovation, environmental construction and campus culture construction. At the macro level, such as management system reform and innovation, the countermeasures of scientific and technological competitiveness promotion with local universities in the western region as the main body are studied, and the evaluation and evaluation index system of the scientific and technological competitiveness of local colleges and universities in the western region are preliminarily constructed. This thesis is divided into four parts in structure. The first part is composed of two chapters. The first chapter introduces the background significance of this thesis and the methods and ideas used in the research and writing in detail. The second chapter focuses on the in-depth explanation of the related concepts. And summarized the domestic and foreign scholars in the university scientific and technological competitiveness research achievements. The second part mainly discusses the evaluation system of scientific and technological competitiveness of colleges and universities, and describes the significance, standards and methods of evaluation. The third part mainly analyzes the current situation of the scientific and technological competitiveness of colleges and universities in the western region of China, and focuses on the restrictive factors that affect the scientific and technological competitiveness of universities in the western part of China. In the fourth part, the author puts forward some suggestions on the factors that affect the scientific and technological competitiveness of universities in the western part of China. The development of the western region is an important part of the development of our country at the present stage. However, the key to the development of the western region lies in the continuous progress of educational science and technology. To improve the scientific and technological competitiveness of colleges and universities in the western region is not only related to the economic progress and development of the provinces in the western region of China, but also to the success or failure of the overall macroeconomic planning of our country, and to the continuous improvement of the scientific and technological competitiveness of colleges and universities in the west of China. To our country's comprehensive national strength promotion has the pivotal significance.
