基于省级行政单位的我国高校基本建设投资效率及其影响因素研究

【摘要】：高校扩招政策的实施,高等教育由“精英模式”向“大众模式”转变,高校的办学规模急剧扩张,高校教学、办公所需的校舍紧张问题亟待解决。高校的基本建设是高等教育扩张和发展的重要基础,为高校教学、科研和人才培养提供条件,保障高校师生员工维持正常生活、工作和学习。目前,我国高校基本建设投资存在管理不科学、监管不到位、铺张浪费等诸多问题。研究我国高校基本建设投资效率及其影响因素对于指导我国高校基本建设合理利用资源、提高投资效率具有十分重要的理论和现实意义。本文基于公共财政理论、新公共管理理论和效率理论,在对我国高校基本建设投资现状进行分析的基础上,提出了应用DEA-Tobit两阶段分析框架实证研究2004-2009年我国30个省高校基本建设投资效率及其影响因素问题。第一阶段,首先构建我国高校基本建设投资效率测算的投入产出指标体系,然后利用DEA方法测算2004-2009年我国高校基本建设总体投资效率,分析各省的投入冗余和产出不足量,最后用Malmquist-DEA模型测算了2004-2009年我国高校基本建设投资的Malmquist生产率指数；第二阶段,用Tobit随机效应面板数据模型实证分析2004-2009年我国高校基本建设投资效率的影响因素。此外,根据我国高校基本建设投资效率情况及其影响因素,提出了相关政策建议。本文的主要结论如下： (1)我国高校基本建设投资效率普遍偏低,存在严重的投入冗余和产出不足问题,各省之间投资效率存在显著差异,西部地区的投资效率高于东部和中部两地地区。我国高校基本建设投资的Malmquist生产率指数保持着增长,但是Malmquist生产率指数的增长主要是由于创新和新技术的利用引起的生产前沿面外移表现出的技术进步所作的贡献,而技术效率的变化反而在倒退,这也充分证明了我国高校基本建设投资存在严重的低效率问题。 (2)实证分析表明,地理区位因素并不能很好的解释我国高校基本建设投资效率的差异。人均GDP、政府财政对高校的生均基本建设预算、预算软约束对高校基本建设投资效率有显著的负向影响；以个人支出占公共支出比例的高校支出结构因素对高校基本建设投资效率有显著的正向影响。
[Abstract]:At present , the basic construction of colleges and universities is an important foundation for the expansion and development of higher education . Based on the theory of public finance , the theory of new public administration and the theory of efficiency , this paper puts forward an input - output index system of capital construction investment in colleges and universities in China from 2004 to 2009 based on the analysis of the present situation of capital construction investment in colleges and universities .
In the second stage , using Tobit ' s stochastic effect panel data model to empirically analyze the influencing factors of the investment efficiency of China ' s colleges and universities in 2004 - 2009 . In addition , according to the investment efficiency and the influencing factors of the capital construction investment in colleges and universities in China , the relevant policy suggestions are put forward . The main conclusions of this paper are as follows :

( 1 ) The investment efficiency of capital construction in colleges and universities is generally low , there is a significant difference in investment efficiency between provinces , and the investment efficiency of western regions is higher than that in the east and central regions . The Malmquist productivity index of capital construction investment in colleges and universities in China has maintained growth , but the growth of Malmquist productivity index is mainly due to the innovation and the utilization of new technology .

( 2 ) The empirical analysis shows that the geographic location factor doesn ' t explain the difference of capital construction investment efficiency in our country .
There is a significant positive impact on the efficiency of capital construction investment in colleges and universities with personal expenditure as the proportion of public expenditure .
