高等农业院校推进产学研结合问题研究

【摘要】:在当今世界经济的发展中,科技创新日益成为重大主题,产学研结合是提升国家自主创新能力,顺应经济科技一体化的必然要求,“增强自主创新能力,建立创新型国家”已成为我国的重大发展方针。以企业为主体,高校和科研机构为依托的产学研结合体,在推进国家自主创新、提升国家综合国力上起到了十分重要的作用。高等农业院校作为创新农业知识、培养农业人才的主战场,是我国实施“科教兴农”战略的主要阵地。在产学研结合的大趋势下,高等农业院校更要在现代化建设中注重产学研结合模式的先导作用,将振兴农业作为农业高校工作的总目标。 本文主要有四个部分,第一部分探讨产学研结合的内涵与特征;第二部分重点阐述我国高等农业院校产学研结合的现状,对高等农业院校参与产学研结合的七种主要模式和湖南农业大学的产学研实践进行总结;第三部分从产学研合作三方的角色、关系、合作机制以及产学研合作的发展水平、制度性约束、资金来源等方面分析了我国高等农业院校在推进产学研结合中所存在的问题和困境;最后一部分从强化合作意识、协调三方关系、完善合作机制、提高合作水平、解除制度性约束、健全资金支持体系六个方面对目前我国高等农业院校推进产学研结合提出了相应的对策和措施。
[Abstract]:In the development of the world economy nowadays, scientific and technological innovation is becoming an important theme day by day. The combination of industry, education and research is to promote the national independent innovation ability and conform to the inevitable requirement of economic and technological integration, "strengthen the independent innovation ability," The establishment of an innovative country has become a major development policy of our country. The combination of production, education and research, which is based on the enterprises and universities and scientific research institutions, plays a very important role in promoting national independent innovation and promoting the comprehensive national strength of the country. As the main battlefield of innovating agricultural knowledge and cultivating agricultural talents, higher agricultural colleges and universities are the main position of implementing the strategy of rejuvenating agriculture through science and education. Under the general trend of combination of production, education and research, higher agricultural colleges should pay more attention to the leading role of the mode of combination of production, education and research in the modernization construction, and take the revitalization of agriculture as the general goal of the work of agricultural colleges and universities. There are four parts in this paper: the first part discusses the connotation and characteristics of the combination of production, education and research, the second part focuses on the current situation of the combination of production, education and research in agricultural colleges and universities in China. This paper summarizes the seven main models of agricultural colleges and universities participating in the integration of production, education and research, and the practice of production, education and research in Hunan Agricultural University. The third part is about the roles, relations, cooperation mechanisms and the level of development of the cooperation between industry, education and research. The paper analyzes the problems and difficulties existing in promoting the combination of production, education and research in agricultural colleges and universities in China from the aspects of institutional constraints and funding sources. The last part is to strengthen the consciousness of cooperation, coordinate the tripartite relationship, perfect the cooperation mechanism, and improve the level of cooperation. The countermeasures and measures to promote the combination of production, education and research in agricultural colleges and universities in China are put forward in six aspects of lifting institutional constraints and perfecting the fund support system.
