全面建设现代后勤行为文化创新研究

【摘要】:全面建设现代后勤是党中央、中央军委和胡主席对军队后勤系统提出的战略目标,是当前和今后一个时期我军后勤建设的中心任务。全面建设现代后勤行为文化是全面建设现代后勤的直接引领,是全面建设现代后勤文化的重要内容,现代后勤行为文化的创新有力地推动了全面建设现代后勤的伟大实践。 全面建设现代后勤文化是一个由现代后勤物质文化、精神文化、制度文化、环境文化、行为文化等诸多方面共同组成的文化体系,其中现代后勤行为文化是一切先进后勤文化被充分执行的具体呈现,是连接精神、物质、制度等文化概念与具体实践活动之间的桥梁。必须以强烈的文化自觉、文化创新意识,对现代后勤行为文化的本质、规律、特点、现状加以总结、分析、创新、发展。多年来,全面建设现代后勤行为文化取得可喜成果,但也存在着后勤行为文化发展水平与全面建设现代后勤伟大实践对其要求不相适应的基本矛盾。要加强现代后勤行为文化建设,培育“听党的话,忠于使命”的行为本能;培育“兵马未动,粮草先行”的尚武精神;培育严守法纪,培育遵循秩序的行为习惯;培育紧密团结、科学协作的战斗作风;培育崇尚荣誉、奋勇争先的行为操守;培育艰苦奋斗,勇于献身的牺牲精神;创造投入较少,效益较高的行为绩效;培育与时俱进,开拓创新的意志品格。 要科学选择加强现代后勤行为文化建设路径:强化先进军事文化强军意识,培育现代后勤文化自觉和文化自强,确保后勤官兵自觉走先进文化强军育人之路;围绕现代后勤精神文化创新和教育,构建具有我军现代后勤特色的价值理念体系,确保后勤官兵忠诚于党、献身使命的行为本能;围绕现代后勤道德文化创新和教育,构建具有现代后勤特色的道德规范体系,确保后勤官兵在新时期道德行为的适应性和先进性;围绕现代后勤制度文化创新和教育,构建与现代后勤发展规律相适应的行为运行机制,确保后勤官兵行为严守法纪、坚守规矩;加强现代后勤科技文化创新和教育,构建与现代后勤发展相适应的科学技术和人才队伍支撑体系,确保现代后勤官兵行为的高效率;围绕现代后勤行为文化评价创新和教育,构建与现代后勤发展相适应的行为评价体系,确保对后勤官兵行为奖惩鲜明有力;围绕现代后勤宣传文化创新和教育,构建与现代后勤发展相适应的文化氛围,确保后勤官兵行为识大局、重形象;围绕现代后勤典型文化创新和教育,选准育强先进典型,以榜样的力量引导后勤官兵行为;围绕党员干部作风建设,发挥率先垂范作用,当好全面建设现代后勤的排头兵;立足全面建设现代后勤实践,汲取传统军事文化和国外军事文化营养,不断推进现代后勤行为文化创新。建设与我军历史使命相一致的后勤行为文化,,使广大官兵的自主行为与全面建设现代后勤的要求相契合,切实提高我军后勤保障能力,为实现保障打赢信息化条件下局部战争的要求和全面履行新世纪新阶段我军历史使命提供强大的文化驱动力与文化支撑。
[Abstract]:The overall construction of modern logistics is the strategic objective of the Central Committee , the Central Military Commission and the President of the Hu Jintao to the military logistics system . It is the central task of the logistics construction of our army in the current and future periods . The comprehensive construction of the modern logistics behavior culture is the direct lead of the overall construction of modern logistics . It is an important part of the overall construction of modern logistics culture . The innovation of modern logistics behavior culture strongly promotes the great practice of comprehensively building modern logistics .

The comprehensive construction of modern logistics culture is a cultural system composed of modern logistics material culture , spiritual culture , institutional culture , environment culture , behavioral culture , etc .
To cultivate the martial spirit of the " advance of the armed forces and the advance of grain and grass " ;
cultivate the discipline of discipline and cultivate the behavior habit following order ;
Nurturing a cohesive , scientific and collaborative approach to combat ;

On the basis of modern logistics moral culture innovation and education , we construct the moral standard system with modern logistics characteristics , and ensure the adaptability and advancement of the moral behavior of the logistics officers in the new period ;
