【摘要】：教育经费是高等教育发展的重要物质基础。我国高等教育大众化迅速发展的趋势显示了我国教育事业的突飞猛进,但同时高等教育经费短缺的问题也日益明显,严重阻碍了我国高等教育事业的进一步发展。要解决教育经费短缺问题的关键就在于改变我国当前这种主要由国家财政拨款过于单一化的筹资模式,并逐步形成高等教育资金来源多元化的办学模式,而向争取社会捐赠来支持我国高等教育事业的发展不失为一条行之有效的良策。可以说社会捐赠即是一项公益事业,也是高校筹集资金的重要渠道之一。长期以来,我国高校一直依靠国家财政拨款办学,大多高校在大锅饭和坐、靠、等的思想影响至深,对社会捐赠的重视普通较低,因而在社会捐赠工作方面所积累的经验不够,再加之我国还没有制定出一套完整的针对高校社会捐赠办学的法律法规,这都严重地制约着我国高等教育社会捐赠的发展。因此,借鉴和学习西方国家在社会捐赠方面长期以来所积累的成功经验有着重要的现实意义。美国康奈尔大学作为一所世界级的著名高等学府,其社会捐赠的历史悠久,作者将对康奈尔大学社会捐赠进行具体的研究,以期能较为全面的展现其社会捐资办学的面貌,并提炼出一些康奈尔大学社会捐赠方面所取得的成功经验来指导我国高校社会捐资办学工作的开展。本文除绪论以外,将主要从五个方面进行论述。绪论部分包括问题的提出,研究意义,文献综述,概念界定和研究方法等,其它五个部分的主要内容是：第一章从历史的角度展示和分析康奈尔大学社会捐赠发展的历程,主要分为初建时期被动地获得社会捐赠和到二十世纪末康奈尔大学逐步走向主动争取社会捐赠并更趋专业化两个阶段；第二章对康奈尔大学社会捐赠现状进行研究和分析,分别从康奈尔大学当前社会捐赠的捐赠主体、捐赠形式和捐赠活动进行阐述；第三章则对康奈尔大学社会捐赠资金的管理与运作进行阐述和分析,主要从康奈尔大学在社会筹资制度、基金投资类型以及对所获捐赠的分配等方面进行探讨；第四章分析了影响康奈尔大学社会捐赠的因素,主要从美国的社会环境,包括浓厚社会捐赠文化和相关的法律法规,以及康奈尔大学自身独特的办学特色两个方面进行探讨；第五章先是分析和总结了康奈尔大学在社会捐赠上所取的科学成功经验,然后再结合我国高校社会捐资办学的现状提出了一些促进我国高校社会捐赠发展的建议。这些建议包括：1、在全社会范围内营造捐资助学的良好氛围；2、制定和完善相关的法律法规是社会捐赠成功的基础；3、逐步确立自主经营意识,注重商业化品牌形象的树立；4、强化校长社会募集资金的职责；5、培养学生对母校的回报意识,充发挖掘校友捐赠的潜能；6、将捐赠者兴趣和利益与学校发展对资金的需求紧密结合；7、充分调动各种社会力量,以发掘更多的潜在捐赠者；8、成立专门的募集资金机构是筹资成功的组织保障等。
[Abstract]:Educational fund is an important material basis for the development of higher education . The trend of the rapid development of higher education in China shows the rapid progress of our country ' s educational cause , but also the shortage of higher education funds is becoming more and more obvious . The key to solve the shortage of education funds is to change our country ' s current mode of financing for higher education .

For a long time , China ' s colleges and universities have always relied on the national financial allocation to run school . Most colleges and universities have long experience in social donation . Therefore , we have not formulated a complete set of laws and regulations for social donation in colleges and universities . In addition to the introduction , this paper mainly discusses five aspects : the introduction of the problem , the significance of the research , the literature review , the concept definition and the research method , etc . The main contents of the other five parts are as follows : Chapter 1 shows and analyzes the course of social donation development in Cornell University from the historical perspective , which is mainly divided into two stages : passively obtaining social donation from the historical perspective and gradually moving towards the Cornell University in the end of the twentieth century for social donation and more professional specialization ;
In the second chapter , the present situation of social donation of Cornell University is studied and analyzed , and the donation subject , donation form and donation activity of the current social donation from Cornell University are expounded .
The third chapter expounds and analyzes the management and operation of social donation funds in Cornell University , mainly from Cornell University in the aspects of social financing system , fund investment type and distribution of donated funds ;
The fourth chapter analyzes the factors that affect the social donation of Cornell University , mainly from the social environment of the United States , including the rich social donation culture and relevant laws and regulations , and the unique characteristics of Cornell University .
The fifth chapter first analyzes and summarizes the scientific and successful experiences of Cornell University in social donation , then puts forward some suggestions to promote the development of social donation in China ' s colleges and universities .

7 . Fully mobilize various social forces to tap more potential donors ;
8 . The establishment of specialized fund - raising institutions is the guarantee of fund - raising success .
