五省市地方高等学校科技经费状况对比研究

【摘要】:研究目的 本研究对2005-2009年山西省、北京市、江西省、河南省、陕西省5省市地方高等学校科技经费状况进行分析,对比2005-2009年5省市地方高等学校科技经费投入与支出发展趋势,研究山西省地方高等学校经费资源配置现状和趋势,提出促进山西省地方高等学校科技经费合理配置和使用的建议,为山西省地方经济和高等教育发展提供决策依据。 资料来源与方法 本研究资料来自教育部科学技术司主编、高等教育出版社出版的《高等学校科技统计资料汇编》(2006-2010年)。该资料主要包括高等学校及其附属医院在基础研究、应用研究、试验发展以及RD成果应用、其他科技服务等各个层面开展研究的总体情况,内容涉及科技人力、科技经费、科技机构、科技项目和开展国际科技交流等情况,以及与此相关的高等学校科技活动产出情况。 通过大量阅读高等学校科技经费使用的文献资料,了解高等学校科技经费研究相关政策趋势和重要研究指标,整理选取了2005-2009年地方高等学校科技经费各项指标数据,,并在此基础上,运用动态数列分析法,对2005-2009年山西省、北京市、河南省、陕西省和江西省5省市地方高等学校科技经费使用状况进行对比分析。 研究结果 1、5省市地方高等学校科技经费总体呈增长趋势,政府投入占主导。北京市、陕西省科技经费总体水平较高,山西省经费总量和发展速度较低,科研人员与科研条件改善经费水平较低。 2、江西省、河南省地方高等学校研究与发展(简称研发,RD)水平较高,山西省研究与发展经费总体呈增长趋势,但基础研究经费总量与发展速度水平较低,试验发展经费呈降低趋势。 3、陕西省地方高等学校研究与发展成果应用及科技服务经费水平较高,山西省水平较低,总体呈降低趋势。 讨论与建议 1、加大对山西省地方高等学校科技经费投入,尤其需要提高研究与发展经费投入,拓展经费来源渠道,改善科研条件。 2、完善科研环境和制度,建立产学研合作机制,提高科技服务水平,推动山西省经济结构调整。
[Abstract]:Objective to analyze the scientific and technological funds of local colleges and universities in Shanxi Province, Beijing, Jiangxi Province, Henan Province and Shaanxi Province from 2005 to 2009. Compared with the development trend of the investment and expenditure of science and technology funds in five provinces and cities from 2005 to 2009, this paper studies the present situation and trend of the allocation of funds resources of local colleges and universities in Shanxi Province. The paper puts forward some suggestions to promote the rational allocation and use of scientific and technological funds in local colleges and universities in Shanxi Province, and provides a basis for decision making for the development of local economy and higher education in Shanxi Province. Data sources and methods this study comes from the compilation of Science and Technology Statistics in Colleges and Universities (2006-2010) published by the Department of Science and Technology of the Ministry of Education and the higher Education Press. This data mainly includes the general situation of the research carried out by colleges and universities and their affiliated hospitals at various levels, such as basic research, applied research, experimental development, application of R D achievements, other scientific and technological services, and so on. The contents include scientific and technological manpower, scientific and technological funds, etc. Scientific and technological institutions, scientific and technological projects and international scientific and technological exchanges, as well as the output of scientific and technological activities in colleges and universities. Through reading a large number of documents on the use of science and technology funds in colleges and universities, the author understands the relevant policy trends and important research indicators of the research on science and technology funds of colleges and universities, and collates and selects the data of various indexes of science and technology funds of local colleges and universities from 2005 to On this basis, the use of science and technology funds of local colleges and universities in Shanxi Province, Beijing, Henan Province, Shaanxi Province and Jiangxi Province from 2005 to 2009 was compared and analyzed by using dynamic series analysis method. The scientific and technological funds of local colleges and universities in 5 provinces and cities are on the whole increasing, with government input dominating. In Beijing and Shaanxi Province, the overall level of scientific and technological funds is relatively high, the total amount of funds and the rate of development of Shanxi Province are low, the level of funds for scientific research personnel and scientific research conditions improvement is relatively low. The research and development (R & D) level of local colleges and universities in Henan Province is relatively high, and the research and development expenditure in Shanxi Province is on the whole increasing, but the total amount of basic research funds and the level of development speed are relatively low. Third, the level of research and development achievement application and science and technology service of local universities in Shaanxi Province is higher than that of Shanxi Province, and the level of Shanxi Province is lower. Discussion and suggestion 1. It is necessary to increase the input of scientific and technological funds to local colleges and universities in Shanxi Province, especially to increase the investment in research and development funds, to expand the sources of funds, to improve the scientific research conditions, and to perfect the scientific research environment and system. We will establish a mechanism for cooperation between industry, university and research, improve the level of scientific and technological services, and promote the economic restructuring of Shanxi Province.
