促进大学生就业政策分析

【摘要】：随着我国社会经济不断发展,大学生已经成为我国社会中非常重要的人力资源。但同时,受我国高等院校不断普及以及近些年全球性的金融危机的影响,市场不断呈现出大学生供过于求的状况,一部分大学生面临着毕业即失业的严峻形势。为此,我国政府从实际出发因地制宜的制定了一系列与大学生就业相关的政策,用以解决大学生就业困难这一问题。随着相关政策的执行,大学生就业难的问题得到了一定的缓解,同时,也出现了一些新的问题。而这需要引入政策评估及时的发现这些问题。政策评估在政策运行中能够起到十分重要的作用,通过政策评估可以有效的检验政策价值、效果、效益、效率,通过政策评估可以了解到,哪些促进大学生就业政策取得了实在的效果,而哪些没有起到应有的作用。如果一项政策收效明显,运行顺利,那么该项政策就可以继续执行下去；反之,如果一项政策效果并没有达到预期的标准,就说明要对政策进行调整,甚至是对政策进行终结,这些都说明了政策评估在政策的整个过程中都是非常重要的。本文从评估促进大学生就业政策的角度出发,采用问卷调查的方式对当前的问题进行分析和评价,并提出如何改进政策,以使政策发挥更好的政策效果。论文主要分为七个部分：第一章为导论部分,通过国内外政策对比分析促进大学生就业政策的研究现状；第二章为大学生就业政策相关理论,主要为文章的理论依据和概念介绍；第三章为促进大学生就业主要政策及内容,主要是介绍现有的促进大学生就业政策；第四章为促进大学生就业政策的效果分析,主要通过对问卷调查进行分析；第五章为促进大学生就业政策存在的问题,通过问卷调查的分析结合实际情况总结出我国现阶段存在的问题；第六章是典型国家促进大学生就业政策及启示,通过对美英、日本和德国的促进就业政策进行分析,从而得出对我国的启示；最后的第七章为促进大学生就业政策提出改进的建议。通过以上对促进大学生就业政策效果的评价分析,对于促进大学生就业政策的制定与执行有着重要的意义。
[Abstract]:With the development of social economy, college students have become very important human resources in our society. But at the same time, under the influence of the popularization of colleges and universities and the global financial crisis in recent years, the market constantly presents the situation that the supply of college students exceeds the demand, and some college students are facing the severe situation of unemployment after graduation. Therefore, our government has formulated a series of policies related to the employment of college students in order to solve the problem of employment difficulties of college students. With the implementation of relevant policies, the problem of employment difficulties of college students has been alleviated, at the same time, some new problems have emerged. This requires the introduction of policy assessments to identify these problems in a timely manner. Policy evaluation can play a very important role in policy operation. Through policy assessment, policy value, effect, benefit and efficiency can be effectively tested. Which promotes the university student employment policy to obtain the concrete effect, but which does not have the function. If a policy has a clear effect and runs smoothly, then the policy can continue to be implemented; on the other hand, if the effect of a policy does not meet the expected criteria, it means that the policy should be adjusted or even ended. All these show that policy evaluation is very important in the whole process of policy evaluation. From the angle of evaluating and promoting the employment policy of college students, this paper analyzes and evaluates the current problems by means of questionnaire, and puts forward how to improve the policy so as to bring the policy into full play. The thesis is divided into seven parts: the first chapter is the introduction, through the comparative analysis of the domestic and foreign policies to promote the employment policy of college students, the second chapter is the theory of employment policy of college students. The third chapter is about the main policies and contents of promoting the employment of college students, mainly introduces the existing policies to promote the employment of college students; the fourth chapter is the analysis of the effects of the policies to promote the employment of college students. The fifth chapter is the problem of promoting the employment policy of college students, through the analysis of the questionnaire survey combined with the actual situation to summarize the existing problems in China at the present stage; The sixth chapter is the typical countries to promote the employment of college students policy and inspiration, through the United States and Britain, Japan and Germany to promote employment policy analysis, so as to draw inspiration to our country; Finally, the seventh chapter puts forward some suggestions for improving the employment policy of college students. Through the above evaluation and analysis of the effect of promoting college students' employment policy, it is of great significance to promote the formulation and implementation of college students' employment policy.
