高校科技创新对河北省经济发展的贡献作用的实证研究

【摘要】：创新是一个民族进步的灵魂，是一个区域发展的不竭动力。知识经济的到来，以知识为核心的高新技术成为衡量一个国家或区域的综合实力的重要指标，越来越决定其在国际竞争中的输赢和成败。高等院校作为知识创新和科技创新的主要基地，，通过为社会输送高素质人才和提供高端的科技成果，提高劳动者素质和生产力水平，促进社会经济和科学技术的进步和发展。本文以经济增长理论、技术创新理论和国家科技创新理论为依据，首先对高校科技创新的内涵进行了界定。在此基础上，以教育部科学技术司主编的2001-2009年的《中国统计年鉴》中关于河北省高校科技创新投入、产出状况，经济发展状况的统计数据，对2001-2009年高校科技创新对河北省经济增长的贡献率进行了测算。最后通过对河北高校科技创新状况的实证研究及分析，提出提升河北省高校科技创新能力的对策，增强河北省高校科技创新在经济发展中的作用，促进河北省尽快实现由经济大省向经济强省的转变。本论文分为四章。绪论部分包括问题的提出、研究意义、研究综述、研究思路和方法等几方面的内容。第一章是高校科技创新对河北省经济发展作用的理论依据，主要包括：经济增长理论、技术创新理论和国家科技创新理论。第二章是高校科技创新与河北省经济发展的互动关系研究，通过对高校科技创新的投入——产出现状和河北省经济发展状况及影响因素分析，阐释高校科技创新与河北省经济发展之间的互动关系。第三章是河北省高校科技创新对经济增长贡献率的测算，该部分首先采用柯布——道格拉斯生产函数模型测算出河北省科技创新对经济增长的贡献率的基础上，运用马克思的复杂劳动简化法将高校科技创新的贡献份额从中分离出来，测算出河北省高校科技创新对经济增长的贡献率，并将其与我国东部其它地区进行横向比较，明确河北省高校科技创新在河北省及整个东部地区的发展状况及地位。第四章从高校、政府、企业三个维度提出促进高校科技创新、提高高校科技创新对经济发展的贡献作用的对策。
[Abstract]:Innovation is the soul of the progress of the nation and the inexhaustible motive force of regional development. The arrival of knowledge economy, the high and new technology with knowledge as the core, are the important indicators to measure the comprehensive strength of a country or region, and more and more determine its success and defeat in the international competition. The higher institutions are the master of knowledge innovation and scientific and technological innovation. In order to improve the quality and productivity of workers and promote the progress and development of the social economy and science and technology, the base should be needed to improve the quality and productivity of the workers through the delivery of high-quality talents and high - level scientific and technological achievements for the society.
Based on the theory of economic growth, the theory of technological innovation and the theory of national scientific and technological innovation, this paper first defines the connotation of scientific and technological innovation in Colleges and universities. On the basis of this, the input, output and economic development of colleges and universities in Hebei Province in the "China Statistical Yearbook", which is the chief editor of the Ministry of science and technology of the Ministry of education, for 2001-2009 years. The statistical data is used to calculate the contribution rate of scientific and technological innovation to the economic growth of Hebei Province in the last 2001-2009 years. Finally, through the empirical study and analysis of the scientific and technological innovation in Hebei colleges and universities, the countermeasures are put forward to improve the scientific and technological innovation ability of universities in Hebei Province, to enhance the role of science and technology innovation in the universities of Hebei Province in the economic development and to promote the Hebei province. As soon as possible, change from an economically large province to a strong economic province.
This paper is divided into four chapters. The introduction part includes the questions, research significance, research review, research ideas and methods. The first chapter is the theoretical basis for the role of scientific and technological innovation in Hebei Province, including economic growth theory, technology innovation theory and national scientific and technological innovation theory. The second chapter is the University. The research on the interactive relationship between scientific and technological innovation and the economic development of Hebei Province, through the analysis of the present situation of the output of scientific and technological innovation in Colleges and universities, the status of economic development in Hebei province and the influencing factors, the paper explains the interactive relationship between the scientific and technological innovation of universities and the economic development of Hebei province. The third chapter is the contribution rate of scientific and technological innovation to the economic growth of universities in Hebei. On the basis of measuring the contribution rate of Hebei scientific and technological innovation to economic growth by Cobb Douglas production function model, this part uses Marx's complex labor simplification method to separate the contribution share of scientific and technological innovation in Colleges and universities, and calculates the contribution of scientific and technological innovation of universities in Hebei to economic growth. Rate, and compare it with other parts of the eastern part of China, to make a clear comparison of the development of scientific and technological innovation in Hebei Province in Hebei province and the whole eastern region. The fourth chapter from the three dimensions of universities, government and enterprises, put forward the countermeasures to promote scientific and technological innovation in Colleges and universities, and to improve the contribution of scientific and technological innovation to economic development in Colleges and universities.
