高校辅导员队伍建设考核指标体系研究

【摘要】：随着高等教育的不断改革深入,大学生思想政治教育面临许多新的情况。近年来,国家十分重视大学生的思想政治教育,尤其是2004年8月中共中央、国务院《关于进一步加强和改进大学生思想政治教育的意见》下发后,教育部2005年1月又下发了《关于加强高等学校辅导员班主任队伍建设的意见》,对建设一支专业化、职业化、专家化辅导员队伍做出了明确指示。各地教育行政主管部门和高校也采取了一系列措施,加强和改进辅导员队伍建设,取得了一系列的成果。但是,在不同地区、不同高校辅导员队伍建设还很不平衡。国家和有关部门关于辅导员队伍建设的有关要求还没有及时得到贯彻落实;辅导员队伍建设中还存在许多亟待解决的问题;特别是为适应辅导员队伍发展需要,高等学校辅导员队伍建设考核指标体系还没有完全建立起来。因此,对辅导员队伍建设进行有效的考核是具有十分重要的理论和实践意义的。本文就辅导员队伍建设考核指标体系进行研究,着重从以下几个方面进行:首先对国内外研究辅导员队伍建设考核指标体系的状况进行了综述,分析了我国高校辅导员队伍建设考核指标体系的特征及现状;其次,设计了一套高校辅导员队伍建设考核指标体系构建的标准及原则;第三,对高校辅导员队伍建设考核的可行性进行了分析,通过调查研究、专家访谈、制订考核指标体系调查问卷等方式,构建了高校辅导员队伍建设考核指标体系;第四,通过评价方法,确定考核指标体系中的各项指标权重;第五,对考核指标体系的实施进行了具体说明。该体系为高校辅导员队伍建设工作评估提出了一种新的思路与方法。
[Abstract]:With the deepening reform of higher education, the ideological and political education of college students faces many new situations. In recent years, the state has attached great importance to the ideological and political education of college students, especially after the publication of the Central Committee of the CPC Central Committee and the State Council on further strengthening and improving the ideological and political Education of College students in August 2004. In January 2005, the Ministry of Education issued "opinions on strengthening the Construction of Class Teachers of counselors in Colleges and Universities", which made clear instructions for building a team of professional, professional and expert counsellors. Educational administrative departments and colleges and universities have also taken a series of measures to strengthen and improve the construction of counselors, and achieved a series of results. However, in different regions, the construction of different university counselors is very uneven. The relevant requirements of the state and relevant departments on the building of counselors have not been implemented in a timely manner; there are still many problems to be solved in the construction of counselors; in particular, in order to meet the needs of the development of counselors, The evaluation index system of college counselors' team construction has not been completely established. Therefore, it is of great theoretical and practical significance to evaluate the construction of counselors. In this paper, the evaluation index system of counselors' team construction is studied, with emphasis on the following aspects: firstly, the paper summarizes the status of the evaluation index system of counselors' team construction at home and abroad. This paper analyzes the characteristics and present situation of the assessment index system of college counselors' team construction in China. Secondly, it designs a set of standards and principles for the construction of the evaluation index system of college counselors' team construction. Based on the analysis of the feasibility of college counselors' team construction and assessment, through investigation and research, expert interviews, and the establishment of the assessment index system questionnaire, this paper constructs the evaluation index system of college counselors' team construction. Through the evaluation method to determine the weight of each index in the evaluation index system; fifthly, the implementation of the evaluation index system is explained in detail. This system provides a new idea and method for the evaluation of college counselors.
