我国高校治理中社会参与的问题与对策研究

【摘要】:随着经济的发展,社会联系的日益密切,高校已不是完全封闭的组织,这就要求高校积极吸收社会力量参与高校治理,满足社会多元需求。因此高校应多层次、全方位开放,为相关利益主体参与高校治理提供可能。要实现多元治理,必须调动各利益相关者的积极性。公共治理和相关利益者理念的引入,对我国目前的高校管理方式有着重要的影响,根据这两个理论封闭的高校管理应该进行变革。此外,从世界范围来看,高校多元化治理也是大势所趋。目前我国高校治理社会参与相对滞后。本文以公共治理理论和利益相关者理论为理论基础,通过分析我国高校治理中社会参与已经取得的成就、存在的问题及原因,并在借鉴国外高校治理中社会参与的实践经验基础上,提出了可行的对策与建议。 文章共分六章,第一章为绪论,主要包括我国高校治理中社会参与的问题与对策研究这一选题的目的与意义、国内外研究现状综述、研究方法和创新点等方面的内容。第二章为高校治理中社会参与的相关理论,主要包括基本概念的界定、我国高校治理中社会参与的问题与对策研究所用到的理论基础——公共治理理论、利益相关者理论。第三章为高校治理中社会参与的现状与存在问题的原因分析,主要论述了高校治理中社会参与的现状、存在的问题、参与存在问题的原因分析等内容。第四章为强化高校治理中的社会参与的对策,主要论述了强化社会参与主体意识、政府适当的介入和支持、探索合理的新型高校治理运行机制、利用现代技术手段,拓宽社会参与渠道、大力发展和完善各种教育中介组织等对策。 第五章为结论,是对本文研究内容的集中概括,再次重申了高校治理中社会参与存在问题的原因分析与对策,并指出了本文存在的不足,有待深化。 本研究主要采用比较分析法、文献查阅法等研究方法,在借鉴国外高校治理经验的基础上,并结合我国的实际情况,为我国社会参与高校的良性治理提出了一系列的措施,是本文的创新点,对推动高校良性发展、提高决策质量和科学性有重大意义。
[Abstract]:With the development of economy and the close relationship of society, colleges and universities are not completely closed organizations, which requires colleges and universities to actively absorb social forces to participate in the governance of colleges and universities to meet the diverse needs of society. Therefore, colleges and universities should be multi-level, all-round open, for the relevant stakeholders to participate in the governance of colleges and universities possible. To achieve pluralistic governance, we must mobilize the enthusiasm of all stakeholders. The introduction of the concept of public governance and related stakeholders has an important impact on the current mode of university management in China. According to these two theories, the closed management of colleges and universities should be reformed. In addition, from the world-wide point of view, the diversification of university governance is also the trend of the times. At present our country university governs the social participation to lag behind relatively. Based on the theory of public governance and stakeholder theory, this paper analyzes the achievements, problems and reasons of social participation in the governance of colleges and universities in China. On the basis of drawing lessons from the practical experience of social participation in the governance of foreign colleges and universities, some feasible countermeasures and suggestions are put forward. This paper is divided into six chapters. The first chapter is the introduction, which mainly includes the purpose and significance of the research on social participation in the governance of colleges and universities in our country, the present situation of the research at home and abroad, the research methods and the innovation points and so on. The second chapter is the related theories of social participation in university governance, including the definition of basic concepts, the theoretical basis of the problems and countermeasures of social participation in university governance in China-the theory of public governance, and the theory of stakeholders. The third chapter is the analysis of the present situation and the existing problems of social participation in the governance of colleges and universities. It mainly discusses the present situation of social participation in the governance of colleges and universities, the existing problems, and the analysis of the causes of the problems involved in the governance of colleges and universities. The fourth chapter is to strengthen the countermeasures of social participation in the governance of colleges and universities. It mainly discusses how to strengthen the consciousness of the main body of social participation, the appropriate intervention and support of the government, the exploration of a reasonable new operating mechanism of university governance, and the use of modern technical means. Widen the channels of social participation, vigorously develop and improve various educational intermediary organizations and other countermeasures. The fifth chapter is the conclusion, which summarizes the research content of this paper, restates the causes and countermeasures of the problems of social participation in the governance of colleges and universities, and points out the shortcomings of this paper, which need to be deepened. This research mainly uses the comparative analysis method, the literature consult method and other research methods, on the basis of drawing lessons from the foreign university governance experience, and combining with the actual situation of our country, put forward a series of measures for the society to participate in the benign governance of the university in our country. It is the innovation of this paper, which is of great significance to promote the benign development of colleges and universities and improve the quality and science of decision-making.
