现代大学制度下的高校校院两级教学管理的探究

【摘要】:在《国家中长期教育改革和发展规划纲要(2010-2020)》中,明确提出,要完善中国特色现代大学制度。那么对于高校而言,现代大学制度体现在方方面面。近二三十年来,高校校院两级管理体制在各个学校中萌芽和发展。尤其是随着高等教育规模的不断扩大,高等教育的不断改革与发展,许多地方高校将校院两级管理体制作为高校内部管理体制改革的一项重要举措。高校校院两级管理中,最重要的就是校院两级教学管理。但是,在当前的经济体制、社会环境以及高校自身发展这些客观因素的限制下,不少地方高校的校院两级教学管理更多的只是停留在形式的设置,并没有在职能划分、职责划分、管理模式和运行机制等这些方面有一个很清晰的管理。 本文通过对高校校院两级教学管理体制进行研究、界定概念、阐述相关理论基础,分析了研究高校校院两级管理的必要性。在借鉴欧美、亚洲主要国家,对他们的先进教育管理方式和体制进行综述和分析,,总结出国外高校的特点和优点;继而对于我国高校校院两级管理模式的现状,提出我国高校校院两级教学管理存在的问题。在如何完善和革新现代大学制度下我国高校校院两级教学管理中,文章从完善的基本原则入手,提出现代大学制度的现代理念:以人为本,营造服务氛围。最后构建了高校校院两级教学管理的模式,并提出了所需的内外环境的要求。 本文通过利用规范分析,比较分析,以及系统分析的方法,进行全面的研究,找出我国高校校院两级教学管理的顽疾,力图通过更科学的依据,更缜密的研究,给出一个清晰的方向,对于解决高校校院两级教学管理的实际问题,提出有用的建议。
[Abstract]:In the outline of the National medium and long term Education Reform and Development Program (2010-2020), it is clearly put forward that the modern university system with Chinese characteristics should be perfected. So for colleges and universities, the modern university system is embodied in all aspects. In the past twenty or thirty years, the two-level management system of colleges and universities has sprouted and developed in various schools. Especially with the continuous expansion of the scale of higher education and the continuous reform and development of higher education, many local colleges and universities take the two-level management system as an important measure in the reform of the internal management system of colleges and universities. In the management of two levels of colleges and universities, the most important is the two levels of teaching management. However, under the constraints of the current economic system, the social environment and the development of colleges and universities themselves, many local colleges and universities at the two levels of teaching management only stay in the form of setting up, and not in the division of functions. There is a clear management of responsibilities, management patterns and operational mechanisms. Through the study of the two-level teaching management system of colleges and universities, this paper defines the concept, expounds the relevant theoretical basis, and analyzes the necessity of studying the two-level management of colleges and universities. In drawing lessons from the major countries of Europe, America and Asia, this paper summarizes and analyzes their advanced educational management methods and systems, sums up the characteristics and advantages of foreign universities, and then discusses the current situation of the two-level management mode of colleges and universities in our country. The problems existing in the two levels of teaching management of colleges and universities in China are put forward. In the course of how to perfect and innovate the two-level teaching management of Chinese universities and colleges under the modern university system, the article starts with the basic principles of perfection, and puts forward the modern concept of modern university system: people-oriented, creating service atmosphere. Finally, the mode of teaching management at two levels of colleges and universities is constructed, and the requirements of internal and external environment are put forward. By using the methods of normative analysis, comparative analysis and systematic analysis, this paper makes a comprehensive study to find out the stubborn problems of teaching management at the two levels of colleges and universities in our country, and tries to make a more scientific and meticulous study through more scientific basis. A clear direction is given, and some useful suggestions are put forward to solve the practical problems in the two levels of teaching management in colleges and universities.
