西部高校核心人才流失问题的研究

【摘要】:当今世界,科技飞速发展,国际交往日益频繁,人才资源成为一国最为重要的资源,各国人才拥有的数量与质量将决定该国经济社会发展的动力。在这一形势下,人才竞争日益激烈,人才的流动也日益频繁,人才有序合理的流动对一国经济、社会、组织及个人的发展均是有利的,但过于频繁和无序的人才流动将会产生不利的影响。 高校核心人才是指在某一高校的某一具体学科领域中具有较深造诣、较强创新能力、不可替代的高素质人才。他们在教学、科研及学科发展等方面发挥巨大作用,是高校发展的核心竞争力,其数量的多少和质量的高低直接决定该校的竞争地位,决定着该校的生死存亡,因此,他们也是各大高校人才引进的重点对象。然而,我国西部地区高校核心人才大量流向发达地区,导致西部高校人才严重匮乏,日益成为西部高校稳定发展的瓶颈。 西部高校核心人才流向发达地区的原因比较复杂,既有国际大环境的影响,也有国内及地区小环境的影响,更有西部高校及核心人才个人的原因。所以,要解决西部高校核心人才大量流失的问题,应从多方面着手。首先国家应采取措施:改善西部办学条件,缩小与东部高校的差距。其次,地方政府应采取积极的措施:大力发展西部经济,加强基础设施建设,增加对高等教育的投入,提高高校教师的工资水平。最后,西部高校也应有相对策略:第一,要科学引进人才,避免引进人才在短期内产生离职的意愿;第二,加强对校内现有人才的培养和关心;第三,应建立健全对核心人才的考核机制,制定合理有效的薪酬制度,以吸引和留住核心人才;第四,还应为核心人才营造愉悦的工作环境和宽松的学术氛围,真正做到学术自由;第五,还应用公关手段提升西部高校的自身形象,以增强内部的凝聚力和外部的吸引力。这些措施的实施必将促进西部高校核心人才流失问题能够得到较好的解决。
[Abstract]:In today's world, with the rapid development of science and technology and the increasing frequency of international exchanges, human resources have become the most important resources of a country. The quantity and quality of talents in various countries will determine the power of the economic and social development of the country. Under this situation, the competition for talents is becoming increasingly fierce and the flow of talents is becoming more and more frequent. The orderly and reasonable flow of talents is beneficial to the economic, social, organizational and personal development of a country. However, excessive frequent and disorderly flow of talent will have a negative impact. The core talents of colleges and universities refer to the high quality talents who have deep attainments, strong innovation ability and irreplaceable ability in a specific subject field of a certain university. They play a great role in teaching, scientific research and discipline development. They are the core competitiveness of the development of colleges and universities. The quantity and quality of them directly determine the competitive position of the school and the survival of the school. They are also the major colleges and universities to introduce the key object of talent. However, a large number of university core talents flow to developed regions in western China, which leads to a serious shortage of talents in western colleges and universities, which increasingly becomes the bottleneck of the steady development of western colleges and universities. The reasons for the flow of the core talents to the developed regions in western universities are quite complicated, which not only have the influence of the international environment, but also have the influence of the domestic and regional small environments, but also the reasons of the universities and the core talents in the west. Therefore, in order to solve the problem of massive loss of core talents in western colleges and universities, we should start from many aspects. First of all, the country should take measures to improve the conditions of running schools in the west and narrow the gap with the universities in the east. Secondly, the local government should take positive measures to develop the western economy, strengthen the infrastructure construction, increase the investment in higher education and raise the salary level of university teachers. Finally, colleges and universities in the western region should also adopt relative strategies: first, to introduce talents scientifically and avoid the desire to leave their jobs in the short term; second, to strengthen the training and concern for the existing talents in the schools; and thirdly, In order to attract and retain the core talents, we should establish and improve the assessment mechanism for the core talents, and establish a reasonable and effective salary system. Fourth, we should create a pleasant working environment and a relaxed academic atmosphere for the core talents, so as to truly achieve academic freedom. Fifth, public relations is also used to enhance the image of western colleges and universities in order to enhance the internal cohesion and external attractiveness. The implementation of these measures will promote the problem of core brain drain in western colleges and universities to be solved.
