我国大学技术转移模式比较研究

【摘要】:随着全球化和知识经济时代的到来,大学技术转移问题已成为世界各国在经济与社会发展过程中高度关注的一个十分重要的问题。为此,许多国家政府纷纷制定、调整本国的科技发展政策,以便有效地促进大学的技术转移。为了同世界各国遥相呼应,缩短我国同发达国家之间的差距,我国也先后实施了科教兴国、创新型国家建设等全局性发展战略,并采取了许多富有成效的措施,鼓励大学开展形式多样的技术转移活动。正是基于这种背景,学界有关大学技术转移问题的研究,才成为学者们高度关注的重要问题。纵观学界围绕着大学技术转移模式问题展开的研究,或聚焦于大学技术转移模式类型的研究,或集中于大学技术转移模式存在问题的研究,或侧重于解决大学技术转移模式问题的对策探讨。可见,探讨大学技术转移模式的比较问题,是属于一个既有理论价值、又具有实践意义的选题。总体而言,选题研究主要集中在以下内容:首先,阐述了我国大学技术转移模式比较研究的选题目的及意义,梳理了学界围绕着大学技术转移模式展开的诸多研究文献,并进行了简要评析,在此基础上确定选题的研究思路、主要内容以及运用的研究方法;其次,界定了选题涉及到的模式、技术转移和技术转移模式等基本概念,阐述了我国大学技术转移模式比较研究运用的学术资本主义理论和知识生产模式Ⅱ理论;再次,对学界涉及到的我国大学技术转移的7种模式进行了整理、概括,合并“成果转让模式”、“联合研发模式”和“自我研发模式”三类,并将这三类模式进行了两两比较,从大学内部和外部两个方面分析了导致我国大学技术转移模式异同的主要原因;最后,在我国大学技术转移模式比较研究结论的基础上,指出了目前如何完善我国大学技术转移模式的主要经验建议和注意问题,并从大学、企业和政府三个方面阐述了未来我国大学技术转移模式完善的主要举措。同以往大学技术转移模式相关研究不同的是,选题研究以学术资本主义和知识生产模式Ⅱ为理论基础,一方面将我国大学7种技术转移模式整理、概括为3类,构成了展开选题研究的前提:另一方面运用比较研究的结论,从目前和未来两个方面阐述了完善我国大学技术转移模式的若干主要对策。就选题研究的下一阶段目标而言,有关我国大学技术转移模式比较研究的价值基础问题和不同国别大学技术转移模式比较问题,是今后一段时期值得进一步研究和探讨的两方面主要问题。
[Abstract]:With the advent of globalization and the era of knowledge economy, the transfer of university technology has become a very important issue in the process of economic and social development all over the world. For this reason, many governments have formulated and adjusted their science and technology development policies in order to effectively promote technology transfer in universities. In order to keep pace with the rest of the world and shorten the gap between China and the developed countries, China has successively implemented the overall development strategy of revitalizing the country through science and education and building an innovative country, and has taken many fruitful measures. Universities are encouraged to carry out various forms of technology transfer activities. It is against this background that the academic research on university technology transfer has become an important issue that scholars pay close attention to. Throughout the academic circles around the university technology transfer model research, or focus on the university technology transfer model type of research, or focus on the university technology transfer model problems, Or focus on solving the problem of university technology transfer mode of countermeasures. Therefore, it is of both theoretical value and practical significance to discuss the comparative problem of university technology transfer mode. In general, the research focuses on the following contents: firstly, this paper expounds the purpose and significance of the comparative research on the mode of university technology transfer in China, and combs many research documents about the mode of university technology transfer in academic circles. On the basis of this, the research ideas, main contents and applied research methods are determined. Secondly, the basic concepts such as model, technology transfer and technology transfer model are defined. This paper expounds the theories of academic capitalism and knowledge production mode used in the comparative study of university technology transfer mode in China, and summarizes the seven models of university technology transfer involved in academic circles. Combining the three models of "transfer of results", "Joint R & D" and "Self-R & D", and comparing these three models in pairs, This paper analyzes the main reasons leading to the similarities and differences of university technology transfer modes from the internal and external aspects of universities, and finally, on the basis of the comparative research conclusions of university technology transfer models in China, This paper points out the main experience suggestions and problems on how to perfect the mode of university technology transfer in our country at present, and expounds the main measures of perfecting the mode of university technology transfer in our country in the future from three aspects of university, enterprise and government.
