高校毕业生到农村基层服务项目研究

【摘要】：农村是全面建设小康社会的关键。从2004年至2012年，中央出台了9个1号文件，用以指导三农工作。农村农业成为投资创业的重点领域，发展空间广阔，潜力巨大。2003年以来，国家先后实施了“大学生志愿服务西部计划”、“高校毕业生三支一扶计划”、“农村义务教育阶段学校教师特设岗位计划”、“选聘高校毕业生到村任职工作”等四个专门计划（以上四个计划统称为“高校毕业生到农村基层服务项目”），组织高校毕业生到农村基层开展工作，壮大了农村基层工作力量。高校毕业生到农村基层服务项目的产生有着深厚的时代背景、社会背景和文化背景。为吸引更多的高校毕业生选择到农村基层就业创业，国家制订了很多保障性政策，并建立了继续留任、考录公务员、自主创业、另行择业、学习深造等5种期满流动方式。截止到2010年底，全国共有70.8万人次高校毕业生参与，对促进社会主义新农村建设、完善高校毕业生到农村基层就业公共服务模式、促进青年健康成长、促进志愿者事业发展发挥了重要作用。我们要看到，高校毕业生到农村基层服务项目与当年“知青上山下乡运动”之间有着本质的不同，我们必须严加区别。同时，高校毕业生到农村基层服务项目作为一个新生事物，还存在很多问题，影响了项目实施效果，这是正常的现象。这也要求我们要不断深入开展各种研究，，总结经验，完善措施，推动高校毕业生到农村基层服务项目科学发展，为丰富、完善中国特色社会主义理论和实践体系增添新的内容。
[Abstract]:Rural areas are the key to building a well-off society in an all-round way. From 2004 to 2012, the central government issued nine documents to guide the work of agriculture, rural areas and farmers. Rural agriculture has become a key area for investment and entrepreneurship, with vast development space and great potential. Since 2003, the State has successively implemented the "Western Plan for College students' Voluntary Service" and the "three branches and one support Program for College graduates". Special posts for School Teachers in compulsory Education in Rural areas, "selecting and recruiting college graduates to work in villages" and other four special plans (collectively referred to as "university graduates to rural grassroots service projects"), to organize college graduates to work at the rural grass-roots level, Has strengthened the rural grass-roots work strength. The generation of university graduates to the rural grassroots service project has a profound background of the times, social background and cultural background. In order to attract more college graduates to choose rural grassroots employment and entrepreneurship, the state has formulated a lot of safeguard policies, and has established five kinds of mobility modes at the expiration of the period of time, such as continuing to stay in office, recruiting civil servants, starting a business independently, choosing another job, and studying for further studies. By the end of 2010, a total of 708000 college graduates had participated in the project, which would promote the construction of a new socialist countryside, improve the public service model for college graduates to obtain employment at the grass-roots level in rural areas, and promote the healthy growth of young people. Promoting the development of volunteer cause has played an important role. We want to see that there is an essential difference between the basic service project of college graduates to rural areas and the movement of educated youth to the countryside in those years, and we must make a strict distinction. At the same time, as a new thing, there are still a lot of problems, which affect the effect of project implementation, which is a normal phenomenon. This also requires us to carry out various kinds of research, sum up experience, perfect measures, promote the scientific development of university graduates to rural grass-roots service projects, and add new content to enrich and perfect the theory and practice system of socialism with Chinese characteristics.
