基础研究投入对浙江高校学科带头人缋效的影响研究

【摘要】:随着科学技术和经济的迅猛发展,我国提出实施科教兴国和人才强国战略,这就要求高校加快学科建设和科学研究队伍建设的步伐。学科带头人是高校学科建设的领导者与组织者,是基础研究的领军人物,学科带头人绩效的提升一方面有助于基础研究能力的提升,另一方面有助于高校学科的建设,对学科带头人的培养已成为当前普遍关注的问题。 从20世纪90年代开始,我国提出一系列人才培养计划,逐步加大对高校学科带头人的选拔和培养的力度。在国家的大力倡导下,各地方政府也加大了对学科带头人的培养力度。国家自然科学基金与地方自然科学基金承担着促进基础研究发展的重任,是学科带头人开展科研活动的最主要资助来源。然而,在对学科带头人进行资助后,其绩效是否得到了很好的提升?国家自然科学基金与地方自然科学基金的资助对学科带头人绩效的影响程度如何?这些有待探讨的问题是本文研究的主要内容。 本文以2005年颁布的浙江省省属10所高校的理工科55位重点学科带头人2001-2010年的数据为研究样本。通过建立泊松回归模型,分析基础研究投入对学科带头人绩效的影响。并充分考虑了基础研究成果产出的滞后效应,分别建立零滞后期、滞后一年、滞后两年、滞后三年模型,研究基础研究投入对不同时期学科带头人绩效的影响。 通过实证分析本文得出以下几个结论:1)浙江省自然科学基金资助对学科带头人国内论文产出量存在显著正影响,且存在两期的滞后效应;2)浙江省自然科学基金资助对学科带头人SCI论文数、发明专利申请量的影响不显著;3)国家自然科学基金资助对学科带头人国内论文产出量存在显著正影响,且存在一期的滞后效应;4)国家自然科学基金资助对学科带头人SCI论文产出量存在显著正影响,且存在两期的滞后效应;5)国家自然科学基金资助对学科带头人发明专利申请量存在显著正影响,且存在一期的滞后效应;6)随着年龄的增长,,学科带头人绩效呈现先升后降的规律;7)学科类别影响学科带头人的绩效;8)学科带头人科研成果产出具有连续性。 最后,根据实证分析结果,并结合浙江省的实际情况,从政府、基金委、高校三个层面提出了七点政策建议,以期加强学科带头人的培养。
[Abstract]:With the rapid development of science and technology and economy, our country puts forward the strategy of rejuvenating the country through science and education and strengthening the country by talents, which requires colleges and universities to speed up the construction of discipline and scientific research team. The subject leader is the leader and organizer of the discipline construction in colleges and universities, and the leader of the basic research. On the one hand, the improvement of the performance of the subject leader is helpful to the improvement of the basic research ability, on the other hand, it is helpful to the construction of the university discipline. The cultivation of subject leaders has become a common concern at present. Since the 1990s, China has put forward a series of talent training plans to gradually increase the selection and training of academic leaders in colleges and universities. In the country's strong advocacy, local governments have also stepped up the training of discipline leaders. The National Natural Science Foundation and the Local Natural Science Foundation assume the important task of promoting the development of basic research and are the main sources of funding for the scientific research activities carried out by the academic leaders. However, after funding the academic leaders, has their performance been improved very well? What is the impact of the support of the National Natural Science Foundation and the Local Natural Science Foundation on the performance of the academic leaders? These problems to be explored are the main contents of this paper. Based on the data of 55 leaders of science and engineering from 10 universities in Zhejiang Province in 2005, this paper takes the data of 2001-2010 as the research sample. By establishing Poisson regression model, this paper analyzes the effect of basic research investment on the performance of discipline leaders. This paper also fully considers the lag effect of the output of basic research results, and establishes the models of zero lag, one year lag, two years lag, and three years lag, respectively, and studies the effect of basic research investment on the performance of discipline leaders in different periods. Through the empirical analysis, we draw the following conclusions: 1) Zhejiang Natural Science Foundation has a significant positive impact on the domestic paper output of the academic leaders, and there are two periods of lag effect. 2) Zhejiang Province Natural Science Foundation has no significant effect on the number of SCI papers and the number of patent applications for inventions. 3) the grant of the National Natural Science Foundation has a significant positive effect on the domestic paper output of the academic leaders. And there is a lag effect in one stage. 4) there is a significant positive effect on the output of SCI papers by the National Natural Science Foundation of China, and there are two periods of lag effects. 5) National Natural Science Foundation of China has a significant positive effect on the number of patent applications for the subject leader's invention, and there is a lag effect of one stage. 6) with the increase of age, the performance of the subject leader presents the law of first rising and then descending; 7) subject category affects the performance of subject leader. Finally, according to the results of empirical analysis and combined with the actual situation in Zhejiang Province, this paper puts forward seven policy suggestions from three levels of government, fund committee and university in order to strengthen the cultivation of discipline leaders.
