基于目标管理的高校人才工程建设研究

【摘要】:当今社会是竞争的社会,高校之间的竞争就是人才的竞争,谁拥有更多人才谁就具有更大的竞争力,就能立于不败之地。引进人才是高校可持续发展的前提,拥有一支素质优良、结构合理的师资队伍是在高校如林的环境中生存的关键。在高校间日益激烈的竞争下,对高层次人才的引进更加紧迫,这直接影响到高校师资队伍的整体素质、教学水平和学校整体的发展进程。因此,高校推行目标管理已大势所趋,这样才能在师资队伍建设、教学水平、高校整体的发展乃至整个教育业的发展上取得巨大的进步。 本文首先介绍了目标管理的概念与意义,阐述了高校人才建设工程实施目标管理的理论基础与重大作用。然后对高校实施目标管理进行了可行性分析。继而提出了高校在人才工程建设上应如何成功运用目标管理理论,其中包括目标的制定、应坚持的原则、主要措施、要素与路径。最后对上海电力学院基于目标管理的高校人才建设进行考察与分析,对该校在人才建设方面所取得成绩与存在的问题都进行了比较细致的分析。正确认识高校目标管理的重要性,科学合理地设计出符合本校实际情况的人才建设目标管理的措施尤为重要,高校人才建设工程实行的目标管理应该是强调高校适时放权让各院系进行自我管理与自我控制,当全校教职工拥有了共同目标,一定能充分调动全校教职工的积极性,大家为了共同的目标而努力,很大程度上提高了高校的办事效能,自觉重视高校引进人才对办学与科研的社会效益和经济效益,使得高校整体发展水平取得质的提高。
[Abstract]:Today's society is a competitive society, the competition between colleges and universities is the competition of talent, who has more talents will have greater competitiveness, will be able to remain invincible. The introduction of talents is the prerequisite for the sustainable development of colleges and universities. It is the key to survive in the forest environment of colleges and universities to have a team of teachers with good quality and reasonable structure. Under the increasingly fierce competition among colleges and universities, the introduction of high-level talents is more urgent, which directly affects the overall quality of teachers, teaching level and the development process of the school as a whole. Therefore, the implementation of objective management in colleges and universities has been the trend of the times, so as to make great progress in the construction of teachers, the level of teaching, the overall development of colleges and universities, and the development of the whole education industry. This paper first introduces the concept and significance of the objective management, and expounds the theoretical basis and important role of the implementation of the goal management in the talent construction project in colleges and universities. Then carried on the feasibility analysis to the university implementation goal management. Then it puts forward how to apply the theory of objective management successfully in the construction of talents engineering in colleges and universities, including the formulation of objectives, the principles to be adhered to, the main measures, the elements and the path. Finally, the author investigates and analyzes the talent construction of Shanghai Electric Power Institute based on the goal management, and makes a detailed analysis of the achievements and problems in the talent construction of Shanghai Electric Power College. It is particularly important to correctly understand the importance of the objective management of colleges and universities, and to design scientific and reasonable measures for the objective management of talents construction in accordance with the actual situation of the university. The objective management carried out in the talent construction project of colleges and universities should emphasize that colleges and departments should be given the right to carry out self-management and self-control at the right time. When the teaching staff of the whole school have a common goal, they will certainly be able to fully arouse the enthusiasm of the whole school's teaching staff. In order to achieve the common goal, we have greatly improved the efficiency of colleges and universities, consciously attached importance to the social and economic benefits of introducing talents for running schools and scientific research, and made the overall level of development of colleges and universities to achieve a qualitative improvement.
