变革与转型:“后罗宾斯时代”的英国大学拨款委员会

【摘要】:1963年《罗宾斯报告》的发表标志着"后罗宾斯时代"的到来。这一时期是英国高等教育由精英化向大众化转型的关键阶段。"后罗宾斯时代"的大学拨款委员会经历了一系列变革,其职能范围得到扩大,角色定位变得更加积极。但是,由于管理机构的调整,大学拨款委员会的实际控制力与影响力较之从前大为减弱。这些转型模糊了大学拨款委员会最初作为"缓冲器"的角色定位,降低了其在英国高等教育领域的权力地位,为委员会在20世纪80年代的最终衰落埋下了伏笔,也对当今中国高等教育中介组织的建立与发展有一定的启示意义。
[Abstract]:The publication of the Robbins report in 1963 marked the beginning of the post-Robbins era. This period is a critical stage in the transition from elite to popular higher education in Britain. " The post-Robbins University Grants Committee has undergone a series of changes, its scope has been expanded and its role-orientation has become more active. However, the university grants committee's actual control and influence is much weaker than before because of the change of management. These changes blurred the role of the University Grants Committee as a "buffer" at first, reduced its position of power in higher education in Britain, and set the stage for its eventual decline in the 1980s. It also has certain enlightenment significance to the establishment and development of higher education intermediary organizations in China.
