高校“去行政化”问题研究

【摘要】:高校行政化是现行教育管理体制各方面问题的集中体现,高校去行政化改革是教育行政改革的关键。人们极力反对高校中行政权力泛化、搞行政特权和官僚主义,因为这些已经影响到大学的办学管理、人才培养、科研活动、师生关系、环境建设等方方面面,演变为体制顽疾,成为大学改革与发展的绊脚石。高校应不应该去行政化,如何去行政化,学界虽然做出了一些有益的探索,但“去行政化”的模糊性包容了不同群体的诉求,学者们的观点见仁见智,尚未形成系统成熟的认识,需要进一步冷静、系统、深入的思考和论证,以便用来指导当前教育行政改革实践。 高校行政化的具体表现形式为高等院校行政级别化、机构设置上级对口化、高校管理行政科层化、学术管理教师边缘化。导致高校行政化的根本原因是官本位的历史文化环境、办学资源的行政控制权和办学决策的行政操办。 高校去行政化改革不是简单地取消高校的行政级别,而应全局考虑、整体设计、逐步推进、双管齐下。“去行政化”关键在于整个社会的民主化进程。政府在减少对高校的行政控制前,高校内部必须建立起真正的民主机制、解构垂直式行政体系而建构扁平式服务组织、转变行政人员的观念与身份;进一步理清政府与大学的关系,扩大学校的办学自主权和资源调配权,完善大学法人治理结构。 高校去行政化是社会发展的必然趋势,也是我国高校管理体制改革的首要目标。高校实现去行政化是一个长期的过程,仅依靠高校自身的努力很难取得成效。只有在转变政府职能的同时,重构一种新的高校运转模式,才能使高校回归本质,形成尊师重教、行政为学术服务的良好风气。 本文以我国高校去行政化为研究对象,以新公共管理理论、第三部门理论和法人理论为依据,以理论文献、问卷调查、案例分析和比较法为研究方法,分析了目前我国高校行政化所表现出来的问题,并在针对目前几所高校去行政化改革的经验,提出了高校去行政化的具体措施,以期能对我国高校管理体制以及其行政化改革有所裨益。
[Abstract]:The administrative reform of colleges and universities is the key to the reform of educational administration. People strongly oppose the extension of administrative power in colleges and universities and engage in administrative privileges and bureaucratism, because these have affected all aspects of university management, talent training, scientific research, teacher-student relations, environmental construction, and so on, and have evolved into persistent institutional problems. Become the stumbling block of university reform and development. Although the academic circles have made some useful explorations, the fuzziness of "deadministrating" contains the demands of different groups, and scholars have different views. It needs further calm, systematic, deep thinking and argumentation to guide the current educational administrative reform practice. The concrete forms of administration in colleges and universities are administrative gradation of institutions of higher learning, establishment of higher authorities, stratification of administrative subjects in colleges and universities, and marginalization of academic management teachers. The basic reasons for the administration of colleges and universities are the historical and cultural environment of officialdom, the administrative control right of running school resources and the administrative operation of school-running decision. De-administration reform in colleges and universities is not simply to cancel the administrative level of colleges and universities, but should be considered as a whole, designed as a whole, pushed forward step by step, and carried out in a two-pronged manner. The key to deadministration lies in the process of democratization of the whole society. Before the government reduces the administrative control over colleges and universities, the internal democratic mechanism must be established, the vertical administrative system should be deconstructed and flat service organizations should be constructed, and the concept and identity of administrators should be changed. To further clarify the relationship between the government and the university, to expand the school autonomy and resource allocation, and to improve the governance structure of university legal person. De-administration of colleges and universities is the inevitable trend of social development and the primary goal of the reform of the management system of colleges and universities in China. It is a long-term process to deadministrate colleges and universities, and it is difficult to achieve results only by their own efforts. Only when the government functions are changed and a new operating mode of higher education can be reconstructed, can colleges and universities return to their essence and form a good atmosphere of respecting teachers and attaching great importance to education and administration for academic service. Based on the theory of new public management, the theory of the third sector and the theory of legal person, this paper takes the deadministration of colleges and universities in our country as the research object, and takes the theoretical literature, questionnaire survey, case analysis and comparative law as the research methods. This paper analyzes the problems in the administration of colleges and universities in our country at present, and puts forward the concrete measures for the deadministration of colleges and universities in the light of the experience of the deadministrative reform of several colleges and universities at present. It is expected to be beneficial to the management system and administrative reform of colleges and universities in China.
