比较视域下的大学社会评价模式的研究

【摘要】:随着中国高等教育的不断发展,分级管理教育体制的建立使多元办学主体格局形成和教育行政部门将越来越多的办学权下放,因此高等教育质量的评价形成了以政府评价、学校自评和社会评价共同进行的多元评价的整体,我国的政府评价和高校自评在长期的高等教育质量保障过程中已经发展的较为成熟,而社会对于大学的评价却起步很晚且较慢。随着社会对高等教育质量越来越多的关注,社会群体意识到高等教育是直接为自我服务的,,自身有权利及义务对高等教育的质量进行评价,因此大学社会评价也是在这样的条件下产生的。 纵观国内外大学社会评价的现状可以发现,我国的大学社会评价存在严重的不足,其中根本的问题是评价模式的问题。正因为模式的研究是具有深远意义的,而现阶段对于大学社会评价模式的研究又相对较少,因此只有对大学社会评价的模式进行深入的探讨,才能找到问题的根源和解决问题的方法。 本文正是基于对大学社会评价模式问题的关注,首先从模式论着手进行分析,将现有的国内外大学社会评价模式分为三类,分别是:认证评价模式、排名评价模式及评议评价模式,通过对三类大学社会评价模式运行要素的分析,总结出各类评价模式的特点。其次,选取美国、英国和日本这三个发达国家,通过对它们大学社会评价模式的研究,总结出各国大学社会评价模式的优缺点及共同特点,之所以选取这三个国家是因为它们的大学社会评价模式发展的比较完善且有各自的特色值得我国借鉴。之后,对我国现有的排名评价模式和评议评价模式的现状进行分析,找出我国大学社会评价模式存在的不足及产生的原因,最后根据本文的研究总结出符合我国国情的大学社会评价模式应当是怎样的,并对如何去构建这样的模式提出相应的对策,希望通过本人的研究能够对我国大学社会评价的发展有所裨益。
[Abstract]:With the continuous development of higher education in China, the establishment of the hierarchical management education system has made the pluralistic main body of running a school and the educational administrative department devolving more and more power to run a school. Therefore, the evaluation of the quality of higher education has been evaluated by the government. The multivariate evaluation of school self-evaluation and social evaluation, the government evaluation and university self-evaluation in our country have developed more mature in the long-term higher education quality assurance process. The social evaluation of universities started late and slowly. As the society pays more and more attention to the quality of higher education, social groups realize that higher education serves themselves directly and has the right and duty to evaluate the quality of higher education. Therefore, the university social evaluation is also produced under such conditions. Looking at the present situation of university social evaluation at home and abroad, it can be found that there are serious deficiencies in university social evaluation in our country, among which the fundamental problem is the evaluation model. Just because the research of the model is of far-reaching significance, the research on the social evaluation model of the university is relatively few at present, so it is only to carry on the thorough discussion to the model of the university social evaluation. In order to find the root of the problem and the solution to the problem. This paper is based on the concern of the university social evaluation model, first of all, from the mode theory to analyze, the existing domestic and foreign university social evaluation model is divided into three categories, respectively: certification evaluation model, By analyzing the operating elements of the three kinds of university social evaluation models, the characteristics of each kind of evaluation models are summarized. Secondly, three developed countries, the United States, the United Kingdom and Japan, are selected to sum up the advantages and disadvantages and common characteristics of their university social evaluation models through the research of their university social evaluation models. The reason for choosing these three countries is that their university social evaluation model is more perfect and has its own characteristics to be used for reference by our country. After that, this paper analyzes the status quo of the rank evaluation model and the evaluation model in China, and finds out the shortcomings and causes of the social evaluation model in our country. Finally, according to the research of this paper, the author summarizes how the university social evaluation model should be in line with the national conditions of our country, and puts forward the corresponding countermeasures on how to construct such a model. It is hoped that my research will benefit the development of university social evaluation in China.
