基于权利与义务对等的高等学校贫困生资助机制研究
[Abstract]:In recent years, with the expansion of college enrollment and the expansion of higher education scale, the number of poor students in colleges and universities has also increased, and the problem of effective financial assistance to poor students in colleges and universities has also attracted much attention. In order to prevent college students from dropping out of school because of economic poverty, China has established and improved the financial aid mechanism for impoverished college students. This relates to the sustainable development of higher education in China. It is not only a theoretical subject worth to study and explore, but also a practical work of practical significance to reflect on the problems existing in the funding mechanism of poor college students in our country, and to further study and perfect the funding mechanism of colleges and universities. The concept of equality of rights and obligations is the most essential value consciousness of modern citizens. The core of this study is to realize the equality between the subject and the object of aid in order to study the problem of financial aid to poor college students from the perspective of equality of rights and obligations. Make clear the rights and obligations of both parties, and finally promote the perfection and sustainable development of the funding mechanism for poor students in colleges and universities. On the basis of literature analysis, this study defines the related concepts of financial aid to poor students, and expounds the relationship between rights and obligations by law. Secondly, from the perspective of rights and obligations, this paper outlines the historical development of the financial aid mechanism for poor college students since the founding of New China. The focus of this paper is the analysis of the imbalance of rights and obligations in the current funding system. This paper analyzes four aspects: funding source channel, method of object identification, function effect of subsidy method and effect of subsidy measure. Finally, according to the above analysis and elaboration, from the angle of equal rights and obligations, this paper puts forward the corresponding countermeasures and suggestions in terms of ensuring funds, perfecting the identification mechanism of poor students, promoting the effective combination of different ways of funding, and giving full play to the educational function of financial aid. To construct the financial aid mechanism for poor students in colleges and universities in China.
